Pursuant to adjournment the Platte County Board of Supervisors met in session beginning at nine o’clock in the morning. 

Honorable Arnold Stuthman, Chairman, Diane C. Pinger, County Clerk.   Roll Call and the following members present:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman    The Affidavits of Publication from the Columbus Telegram and the Humphrey Democrat for Notice of Public Meeting were presented. Motion, Supervisor Friedrichsen, seconded Supervisor Woerth, approve the minutes of March 19, 2002, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Woerth, seconded Supervisor Lloyd, file the Revised Certificate of Liability Insurance for R.L. Fauss. After further discussion the motion was amended to have the Building and Grounds Committee do some further checking and to have the Chairman sign the document after it has been accepted by the Building and Grounds Committee, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None    Whereupon the Chairman declared the motion carried. The Protest of Notice of Taxable Status for the Columbus Airport Authority was presented. Motion, Supervisor Franzen, seconded Supervisor Woerth, the Property Valuation Protest hearing on the Columbus Airport Authority has been set for April 16, 2002 at 10:00 a.m. with the Platte County Board of Equalization, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Franzen, seconded Supervisor Friedrichsen, approve the moving of the extension office out to Ag Park during the remodeling of their office at a cost not to exceed $1,500.00, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. The Petition for Public Amusement License for Columbus Hockey and Skate Center, Inc. was presented.

Motion, Supervisor Woerth, seconded Supervisor Tooley, approve the Amusement License Petition for Columbus Hockey & Skate Center, Inc., and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman                Voting Nays:  None Whereupon the Chairman declared the motion carried.

A Joint E-911 Dispatch Center with the City of Columbus was discussed by the County Board.  Supervisor Franzen stated for the record that a Joint E-911 Dispatch Center would be a benefit and wishes the County to pursue this issue.  Supervisor Stuthman stated that it should be an entity of its own totally staffed on its own with a cost share between the City of Columbus and Platte County. The County Attorney requested the approval of hiring a new deputy and salary increases for the deputies. Motion, Supervisor Franzen, seconded Supervisor Woerth, authorize the County Attorney to hire Sandra Allen at a starting salary of $32,000.00, and vote was as follows: Voting Ayes:  Supervisor Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Friedrichsen, seconded Supervisor Pfeifer, approve the salary of Andy Budell from $35,000.00 to $38,000.00 and Mark Boyer from $33,000.00 to $34,500.00 to be effective April 16, 2002 as requested by the County Attorney, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Pfeifer, seconded Supervisor Woerth, go into executive session at 10:02 a.m. to discuss contract issues, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Franzen, seconded Supervisor Friedrichsen, to conclude the executive session at 10:13 a.m., and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried.             Motion, Supervisor Franzen, seconded Supervisor Lloyd, the hearing date for the Industrial Tract Properties be set for July 2, 2002 at 10:00 a.m., and vote was as follows:         Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. The Annual Asphalt Bids for the Highway Department were opened and read.  Asphalt Roadway Improvement Bids for Projects C-71-608 and C-71-609 were opened and read. Motion, Supervisor Woerth, seconded Supervisor Friedrichsen, to refer the bids to the Highway Superintendent to evaluate and to report back to the Board, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman        Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Franzen, seconded Supervisor Woerth, accept the bid from Koss Construction Company for Projects C-71-608 and C-71-609, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Pfeifer, seconded Supervisor Franzen, accept the bid from Koch Pavement Solutions for asphalt for the Highway Department, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman        Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Friedrichsen, seconded Supervisor Franzen, the culvert on 3rd Avenue in Indian Hills Fifth Subdivision be replaced by the Highway Department, and vote was as follows:              Voting Ayes:  Supervisors Woerth, Franzen, Tooley, Pfeifer, Friedrichsen, Lloyd and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Pfeifer, seconded Supervisor Lloyd, the development of 47th Street & Seminole Avenue in Indian Hills Fifth Subdivision be referred back to the property owner, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried.                Motion, Supervisor Pfeifer, seconded Supervisor Franzen, file the State of Nebraska, Department of Environmental Quality’s Application for Permit to Construct and Operate a Livestock Waste Control Facility for the following:  Paul Wilke Livestock Operation, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  NoneWhereupon the Chairman declared the motion carried. Motion, Supervisor Franzen, seconded Supervisor Friedrichsen, authorize the Chairman to sign the utility application for Tim Rickert, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Pfeifer, seconded Supervisor Woerth, authorize the Chairman to sign the utility application for Milton Wennekamp, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Pfeifer, seconded Supervisor Franzen, authorize the Highway Superintendent to purchase a trailer from Goedeken Trailer Sales in the amount of $3,645.00, and vote was as follows: Voting Ayes:  Supervisors Tooley, Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Franzen, seconded Supervisor Woerth, file the County Highway Department’s letter regarding the sale and proceeds of county vehicles sold at the City Auction on March 16, 2002, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried.      Motion, Supervisor Woerth, seconded Supervisor Friedrichsen, to file the County Treasurer Receipts representing credit to the respective funds:

Motion, Supervisor Pfeifer, seconded Supervisor Friedrichsen, adopt Resolution No. 02-10 Approving Substitution of Securities for First Nebraska Bank, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Woerth, seconded Supervisor Lloyd, to file the County Treasurer’s List of parcels of land on which taxes are delinquent and were not sold for want of bidders at the last tax sale, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None upon the Chairman declared the motion carried. The County Board conducted their quarterly jail inspection and found it to be satisfactory. Committee Reports: Supervisor Woerth reported there was a meeting with the department heads and the Contractor on the remodeling project. 

Supervisor Friedrichsen reported that the Northeast NE Juvenile Services is working on their debt circumstances, he also reported he went as a liason to the Loup Board meeting regarding the activity on the 14th Avenue bridge. Supervisor Lloyd brought up concerns of a hog confinement west of Duncan across from the potato plant.  Supervisor Franzen reported on a jail meeting he attended and said things are progressing, he also stated we need to look  at getting a maintenance person on staff for the jail facility. Supervisors Pfeifer and Franzen, the Highway Superintendent and several highway department employees visited the maintenance building in Madison County to see how their building looked and functioned.  Supervisor Stuthman still questions the extension office moving to the Ag Society during the remodeling of their offices. Motion, Supervisor Friedrichsen, seconded Supervisor Woerth, that the following claims be approved as presented and that the County Clerk be ordered to issue warrants of the same on the General Fund, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None  Whereupon the Chairman declared the motion carried.
