Motion carried.Moved and seconded file NIRMA’S quarterly loss reports ending 10-31-02.Motion carried.Moved and seconded file the St Nebr DEQ Appl for Permit to Construct and Operate a Livestock Waste Control Facility for the following: Chad Sander Livestock Operation.Motion carried.The following resolution was presented: RESOLUTION NO. 02-51 FOR AMENDMENT AND ADDENDUM TO NIRMA/NIRMA II INTERGOVERNMENTAL AGREEMENTS  WHEREAS, Platte County has previously entered into Intergovernmental Agreements with other Nebraska Counties to form and participate in the Nebraska Intergovernmental risk Management Association (NIRMA) and the Nebraska Intergovernmental Risk Management Association II (NIRMA II) as authorized by the Intergovern-

mental Risk Management Act (Neb.Rev.Stat.§44-4301 et seq.);and WHEREAS ,Counties and other Public Agencies as defined in §44-4303 are allowed to participate in said cooperative undertakings; and WHEREAS, NIRMA and

NIRMA II have provided coverage’s to the County which meet and exceed that provided by traditional insurance carriers; and WHEREAS, NIRMAN and NIRMA II provide risk management services such as loss prevention ,safety

audits, claims and litigation management, and coverages tailored to address liability exposures a county faces not economically available from other sources; and WHEREAS, these coverages and risk management services are essential for the continued effective and efficient use of county taxpayer dollars; and WHEREAS, the current

Intergovernmental Agreements will expire on July 31,2003,and NOW,THEREFORE,BE IT RESOLVED that the Platte County Board hereby: 1. Extends its commitment to participate in NIRMA and NIRMA II for an additional three years covering the period August 1,2003 through July 31,2006; and 2. Declares that this Resolution shall serve as an amendment and addendum to the original Intergovernmental Agreements entered into by the County Board, said

Intergovernmental Agreements readopted by and incorporated herein by this reference as amended. After motion duly made by member Lloyd and seconded by member Franzen, the following members voted by roll call vote in favor of passage and adoption of said Resolution: Pfeifer,Friedrichsen,Lloyd,Woerth,Franzen,Tooley and Chairman Stuthman.

Moved and seconded to approve the hiring of Martin Swanson as deputy attorney in the Co Atty’s Office who will start on 1-6-03 with a starting salary of $40000.00. Motion carried.Moved and seconded to refer the food service bids to the Co Sher to review and to report back at the next meeting.Motion carried.Moved and seconded authorize the Chairman to sign the utility appl for Steve Wieser .Motion carried.Moved and seconded authorize the Hwy Supt to work with Lower Loup NRD on the road structure project Motion carried. Jane Jordan from Kirkham Michael spoke to the Co Bd regarding a claim for additional services for the Platte Center South Bridge Project. Moved and seconded approve the additional service of $7620.00 to Kirkham Michael on the Platte Center South Bridge Project.Motion carried.Moved and seconded to refer the furniture bids to Co Crt to review and report back with their findings.Motion carried.Moved and seconded accept the bid from OfficeNet for office furniture in Co Crt in the amt of $19224.88 to be taken out of the capital improvement line item. Motion carried.Moved and seconded approve the hiring of Joseph Bryant in the Public Defenders Office who will start on 1-2-03 with a starting salary of

$30000.00. Motion carried.Moved and seconded cancel general fd warrant #02122732 in the amt of $1015.00 because it includes bar association dues for Andy Budell who will no longer be employed by the County. Motion carried.The Co Sher discussed the fire alarm panel with the Co Bd.Moved and seconded Platte County accept the dollar settlement amt with NIRMA on the damaged mtr grader for $132500.00 plus $239.00 for moving the equip to Platte Center. Motion carried.Moved and seconded Road-Bridge Comm move forward with the purchase of the 2000 mtr grader as long as it meets the county purchasing act .Motion carried. Moved and seconded authorize the Co Clk and Chairman to sign the Maint Agreement Renewal and Certificate of Compliance for the St of Nebr Dept Roads. Motion carried.

Moved and seconded the County continue with re-cycling of paper materials as done in the past. Motion carried. Moved and seconded Platte County as the government entity is interested in sponsoring the economic development grant request. Motion carried.
