Pursuant to adjournment the Platte County Board of Supervisors met in session beginning at nine o’clock in the morning.  Honorable Arnold Stuthman, Chairman, Diane C. Pinger, County Clerk. Roll Call and the following members present:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman The Affidavits of Publication from the Columbus Telegram and the Humphrey Democrat for Notice of Public Meeting were presented. Jack Baird, Alvine & Assoc. discussed the telecommunication infrastructure proposal with the County Board. Motion, Supervisor Franzen, seconded Supervisor Woerth, hire Alvine & Assoc. to do the necessary work for the phone systems at the detention facility in the amount of $6,900.00, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. The County Sheriff presented a quote on a walk through metal detector for the second floor security. Motion, Supervisor Woerth, seconded Supervisor Tooley, authorize the County Sheriff to purchase a Metor 250 walk through metal detector for a total cost of $4,125.00, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman. Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Franzen, seconded Supervisor Lloyd, approve the minutes of February 19, 2002 , February 26, 2002 and March 1, 2002, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman.Voting Nays:  None Whereupon the Chairman declared the motion carried.

Motion, Supervisor Woerth, seconded Supervisor Friedrichsen, to file the County Treasurer Receipts representing credit to the to the respective funds:

Motion, Supervisor Woerth, seconded Supervisor Pfeifer, approve the official bonds on Glen Micek, Robert Lloyd and Max Jenny for Monroe Township, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Abstain:  Supervisor Lloyd. Whereupon the Chairman declared the motion carried. Motion, Supervisor Woerth, seconded Supervisor Friedrichsen, file the General Assistance Administrators report for February 2002, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Awarding of the Courthouse remodeling project was held at 10:00 a.m. Motion, Supervisor Franzen, seconded Supervisor Tooley, to accept the base bid from R. L. Fauss Builders, Inc. for the Courthouse Remodeling project in the amount of $1,295,000.00, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth,  ranzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Tooley, seconded Supervisor Friedrichsen, to vote on the alternates individually, and vote was as follows: Voting Ayes:  Supervisors Woerth, Franzen, Tooley, Pfeifer, Friedrichsen, Lloyd and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Woerth, seconded Supervisor Lloyd, accept alternate number 1 from R. L. Fauss Builders in the amount of $44,600.00, and vote was as follows: Voting Ayes:  Supervisors Lloyd and Woerth Voting Nays:  Supervisors Pfeifer, Friedrichsen, Franzen, Tooley and Chairman Stuthman The Chairman declared the motion failed.

Motion, Supervisors Pfeifer, seconded Supervisor Franzen, approve alternate number 2 from R. L. Fauss Builders in the amount of $14,400.00, and vote was as follows Voting Ayes:  Supervisors Lloyd, Woerth, Franzen, Tooley, Pfeifer, Friedrichsen and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Woerth, seconded Supervisor Friedrichsen, approve alternate number 3 from R. L. Fauss Builders in the amount of $33,000.00, and vote was as follows:

Whereupon the Chairman declared the motion carried. Motion, Supervisor Franzen, seconded Supervisor Woerth, accept alternate number 5 from R. L. Fauss Builders in the amount of $79,000.00, and vote was as follows: Voting Ayes:  Supervisors Friedrichsen, Lloyd, Woerth, Franzen, Tooley, Pfeifer and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Franzen, seconded Supervisor Pfeifer, decline alternate number 4 from R. L. Fauss Builders in the amount of $76,000.00, and vote was as follows: Voting Ayes:  Supervisors Franzen, Tooley, Pfeifer, Friedrichsen, Lloyd, Woerth and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Woerth, seconded Supervisor Tooley, authorize the Chairman to sign the necessary agreements with the builders on the remodeling project, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Susanne Dempsey, Public Defender discussed legal matters with the County Board. Bids on a skid loader, ¾ ton pickup and 5 yd dump truck for the Highway Department were opened and read. Motion, Supervisor Franzen, seconded Supervisor Woerth, to refer the bids to the Highway Superintendent to review and to report back with his findings, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting  Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Woerth, seconded Supervisor Franzen, to accept the bid from Nebraska Truck for a 5 yard dump truck with trade-in in the amount of $56,773.00, and vote was as follows: Voting Ayes:  Supervisors Lloyd, Woerth, Franzen, Tooley, Pfeifer, Friedrichsen and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Woerth, seconded Supervisor Tooley, accept the bid from Nebraska Harvestore Systems for a compact multi-terrain skid loader in the amount of $40,413.00, and vote was as follows: Voting Ayes:  Supervisors Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Pfeifer Voting Nays:  Chairman Stuthman. Whereupon the Chairman declared the motion carried. Motion, Supervisor Woerth, seconded Supervisor Tooley, accept the bid from Ernst Chevrolet for a ¾ ton pickup in the amount of $11,648.00 with trade-in, and vote was as follows: Voting Ayes:  Supervisors Tooley, Pfeifer, Lloyd, Woerth, Franzen and Chairman Stuthman.Voting Nays:  None Abstain:  Supervisor Friedrichsen Whereupon the Chairman declared the motion carried. Motion, Supervisor Franzen, seconded Supervisor Woerth, authorize the Chairman to sign the utility application for Frontier Communications, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Pfeifer, seconded Supervisor Lloyd, authorize the Highway Superintendent to advertise for annual asphalt materials and for Projects C-71-608 and C-71-609 to be opened on April 2, 2002 at 9:30 a.m., and vote was as follows: Voting Ayes:  Supervisors Woerth, Franzen, Tooley, Pfeifer, Friedrichsen, Lloyd and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Pfeifer, seconded Supervisor Franzen, go into executive session at 11:34 a.m. to discuss personnel matters and litigation matters, and vote was as follows: Voting Ayes:  Supervisors Franzen, Tooley, Pfeifer, Friedrichsen, Lloyd, Woerth and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Pfeifer, seconded Supervisor Franzen, to conclude the executive session at 11:42 a.m., and vote was as follows: Voting Ayes:  Supervisors Lloyd, Woerth, Franzen, Tooley, Pfeifer, Friedrichsen and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried. Motion, Supervisor Friedrichsen, seconded Supervisor Woerth, that the following claims be approved as presented and that the County Clerk be ordered to issue warrants of the same on the General Fund, and vote was as follows: Voting Ayes:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman Voting Nays:  None Whereupon the Chairman declared the motion carried.
