Pursuant to adjournment the Platte County Board of Equalization met in session beginning at nine o’clock in the morning.

Honorable Arnold Stuthman, Chairman, Diane C. Pinger, County Clerk. Roll Call and the following members present:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman Stuthman The Affidavits of Publication from the Columbus Telegram and Humphrey Democrat for Notice of Public Meeting were presented. Motion, Supervisor Woerth, seconded Supervisor Friedrichsen, approve tax corrections #13130 thru #13132 for real estate and personal property as recommended by the County Assessor, motion carried.

Motion, Supervisor Friedrichsen, seconded Supervisor Woerth, approve motor vehicle exemptions as recommended by the County Treasurer, motion carried. The Chairman declared the meeting adjourned until October 15, 2002 at 9:00 a.m.

Pinger, County Clerk.Roll Call and the following members present:  Supervisors Pfeifer, Friedrichsen, Lloyd, Woerth, Franzen, Tooley and Chairman StuthmanMotion, Supervisor Woerth, seconded Supervisor Tooley, approve the minutes of September 3, 2002, motion carried.

motion carried.Motion, Supervisor Woerth, seconded Supervisor Friedrichsen, approve the monthly fee reports, motion carried. Motion, Supervisor Woerth, seconded Supervisor Friedrichsen, file the Veterans Aid Expenditures report for August, 2002, motion carried.

Motion, Supervisor Pfeifer, seconded Supervisor Franzen, cancel General Fund warrant no. 02080747 in the amount of $4.89 due to a duplicate payment by the Sheriff’s Department, motion carried.                 Motion, Supervisor Friedrichsen, seconded Supervisor Woerth, that the County Assessor be instructed to access the Duncan East Improvement Project Area against each price of property for current operation and maintenance per the assessment schedule and that the County Treasurer be instructed to collect the same motion carried.

Motion, Supervisor Pfeifer, seconded Supervisor Woerth, adopt Resolution No. 02-35 Approving Depository and Securities for Fist National Bank & Trust Company, motion carried. Motion, Supervisor Friedrichsen, seconded Supervisor Franzen, remove from the table the matter of an ATM machine in the Courthouse, motion carried. Motion, Supervisor Franzen, seconded Supervisor Woerth, to decline the request to place an ATM Machine in the Courthouse motion carried.  Motion, Supervisor Franzen, seconded Supervisor Woerth, the County Board set levies for fiscal year 2002-03 on October 15, 2002 at 9:45 a.m., motion carried. A hearing was held at 9:30 a.m. for the County budget. Motion, Supervisor Woerth, seconded Supervisor Lloyd, to conclude the hearing at 9:31 a.m., motion carried.

 

The following resolution was presented:

STATE OF NEBRASKA

RESOLUTION OF ADOPTION AND APPROPRIATION

 

RESOLUTION NO. 02-36

 

WHEREAS, a proposed county budget for the fiscal year July 1, 2002 to June 30, 2003 prepared by the budget  making authority, was transmitted to the County Board on the 17th day of September, 2002.

               

                                NOW, THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Platte County, Nebraska as follows:

 

SECTION 1.  That the budget for the fiscal year July 1, 2002 to June 30, 2003 as categorically evidenced by the budget document be, and the same hereby is, adopted as the budget for Platte County for said fiscal year.

 

SECTION 2.  That the offices, departments, activities and institutions herein named are hereby authorized to expend the amounts herein appropriated to them during the fiscal year beginning July 1, 2002 and ending June 30, 2003.

 

                                SECTION 3.  That the income necessary to finance the appropriations made and expenditures authorized shall

                                be provided out of the unencumbered cash balance in each fund, revenues other than taxation to be collected during

                                the fiscal year in each fund, and tax levy requirements for each fund.

Motion, Supervisor Woerth, seconded Supervisor Friedrichsen, adopt Resolution No. 02-36 adopting the County Budget for fiscal year 2002-03, motion carried. Motion, Supervisor Friedrichsen, seconded Supervisor Lloyd, to approve the quote from Pat Sackett Electric in the amount of $6,500.00 to replace the lighting in the District Courtroom,  motion carried. Committee Reports: Supervisor Stuthman attended the City Council meeting on September 16, 2002 on budget cuts in the library. Supervisor Friedrichsen will attend a Juvenile Detention meeting on September 27, 2002 in Madison. A hearing was held at 9:40 a.m. to set the final tax request at a different amount than the prior year.

Motion, Supervisor Woerth, seconded Supervisor Lloyd, to conclude the hearing at 9:47 a.m motion carried.

               

The following resolution was presented:

RESOLUTION NO. 02-37

WHEREAS, Nebraska Revised Statutes 77-1601.02 provides that the property tax request for the prior year    shall be the property tax request for the current year for purposes of the levy set by the County Board of Equalization unless the Governing Body of the Platte County Board of Supervisors passes by a majority vote a resolution or ordinance setting the tax request at a different amount; and

               

                                                WHEREAS, a special public hearing was held as required by law to hear and consider comments concerning                                                 the Property tax request; and

 

                                                NOW, THEREFORE, the Platte County Board of Supervisors, by a majority vote, resolves that:

 

                1.    The 2001-2002 property tax request be set at $3,709,386 for the General Fund, $1,399. for the         

                       Unemployment Security Act, $31,200 for the County Relief/Medical, $312,000 for State

                       Institutions, $520.00 for Veteran’s Aid, $26,000 for Special Building, $520.00 for Handicapped,

                       $8,840 for Museum, $714,917 for Jail Bond and $150,000 for the Library, for a total of $4,954,782.

                                                   

                2.   A copy of this resolution be certified and forwarded to the County Clerk prior to October 15, 2002.

 

                                                Passed and adopted this 17th day of September, 2002.

Motion, Supervisor Lloyd, seconded Supervisor Woerth, adopt Resolution No. 02-37 setting the final tax request for the  

current year different than the prior year, motion carried. Randy Cook, Becton Dickenson, discussed curb and gutter with the County Board.

Motion, Supervisor Woerth, seconded Supervisor Pfeifer, to authorize the Highway Superintendent to replace the curb and gutter along 12th Avenue, motion carried. Larry Pelan, NIRMA, came and talked before the County Board.  He explained the reasons for the increase in insurance premiums.  He also answered questions the County Board may have had. Richard Snyder, Snyder Engineering, discussed environmental update with the County Board.  Also present were Pat O’Neill from Third Party Environmental, Mike O’Neill from Environmental Direct and Brad Baker from R. L. Fauss Builders. Motion, Supervisor Woerth, seconded Supervisor Franzen, authorize the Chairman to sign the utility application for Quest Corp., motion carried. Motion, Supervisor Pfeifer, seconded Supervisor Friedrichsen, deny the request from Kirkham Michael Consulting Engineers to have the Chairman sign the request for Supplemental Services on Project Platte Center SW, BRO 7071(7), motion carried. Motion, Supervisor Pfeifer, seconded Supervisor Lloyd, authorize the Highway Superintendent to send a letter to the E-911 Committee for the replacement of vandalized signs motion carried.               The County Board discussed the City Special Election.

Motion, Supervisor Woerth, seconded Supervisor Lloyd, deny the request from the City of Columbus, to have the County absorb the whole bill for the special election, motion carried. Motion, Supervisor Tooley, seconded Supervisor Stuthman, the county pay $3,500.00 towards the cost of the special election motion failed. Motion, Supervisor Friedrichsen, seconded Supervisor Franzen, that the following claims be approved as presented and that the County Clerk be ordered to issue warrants of the same on the General Fund, motion carried.
