Pursuant to adjournment the Platte Co Bd Supervisors met in session beginning at 9:10a.m. Honorable Ronald Pfeifer, Chairman,Diane C Pinger,Co Clk.Roll call and the following members present: Supervisors Martens,Friedrichsen,

Lloyd,Woerth,Franzen,Tooley and Chairman Pfeifer. A public hearing was held at 9:30a.m. to consider a Community Development Block Grant for the East-Central Dist Hlth Dept for an addition to their existing bldg. Moved and seconded to conclude the hearing at 9:38a.m. Motion carried. The following resolution was presented: RESOLUTION AUTHORIZING CHIEF ELECTED OFFICIAL TO SIGN AN APPLICATION FOR CDBG FUNDS RESOLUTION NO. 03-19 Whereas ,Platte County, Nebraska, is an eligible unit of a general local government authorized to file an application under the Housing and Community Development Act of 1974 as Amended for Small Cities Community Development Block Grant Program, and, Whereas, Platte County, Nebraska, has obtained its citizens’ comments on community development and housing needs; and has conducted public hearing(s) upon the proposed application and received favorable public comment respecting the application for which Platte County Board of Supervisors is favorable public comment respecting the application for which the Platte County Board Supervisors is requesting $350,000 of CDBG Public Works funds.  Of that amount, $336,000 will be used for construction of a 5,440 sq. ft. building that will be used as a medical, dental and mental health clinic for the East-Central district Health Department

(ECDHD) and $14,000 will be approved administrative expenses. This medical clinic will be added to the west side of the existing clinic located at 2282 E 32nd Ave., Columbus, NE 68601. Total project costs are estimated to be $549,000.

Matching funds in the amount of $199,000 will be provided by ECDHD. All CDBG funds will benefit low-to-moderate income persons on a limited clientele basis. No persons will be displaced as a result of CDBG activities, and,

A hearing was held at 10:00a.m. on the formation of Rural Road Improvement Dist No. 2. Moved and seconded to conclude the hearing at 10:36a.m.Motion carried.The following resolution was presented: RESOLUTION NO. 03-17

WHEREAS, the Board of Supervisors of Platte County,Nebraska desire to create a Rural Road Improvement District to provide for paving and drainage of 49th Avenue from 63rd Street to 61st Street and 61st Street from 49th Avenue to 48th Avenue, all of which is commonly referred to as “Country Club Drive,” and all of which is located in Platte County, Nebraska. BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF PLATTE COUNTY, NEBRASKA, that it is advisable to surface, pave and improve 49th Avenue from 63rd Street to 61st Street and 61st Street from 49th Avenue to 48th Avenue, all of which is commonly referred to as “Country Club Drive.” A Rural Road Improvement District is necessary and advisable to be used as a  vehicle to provide for the paving of said streets and avenues. 1.The roads to be improved are 49th Avenue from 63rd Street to 61st Street and 61st Street from 49th Avenue to 48th Avenue, also known as “Country Club Drive.” 2.A new road is not contemplated, but rather, the road currently located at the descriptions as set forth above, should be surfaced with 6” P.C. concrete paving. 3. The materials to be used therefore, should consist of 6”P.C. concrete paving and drainage facilities as deemed appropriate by qualified engineers and paving should be of a width of 33 feet. 4.A preliminary estimate of the cost of improvements, not including the drainage facility as may be deemed appropriate, has been prepared by Gilmore & Assoc with an estimated cost of $146,000. Said estimate was prepared on or about September 6,2002 by Greg Lower of Gilmore & Assoc. 5.The proposed method of financing would be through the issuing of bond anticipation notes ,to thereafter be paid off with the proceeds raised by issuance of general obligation bonds. The cost of the improvements to the streets and avenues would then be assessed on a per lot basis to the property owners included within said district. 6.The outer boundaries of the district in which it is proposed to levy special assessments is as follows: A tract of land located in the SE ¼ of the NE ¼ of Section 2, T17N, R1W of the 6th P.M. in Platte County, Nebraska, described as follows: Beginning at the northwest corner of Lot 1, Country Club Estates Subdivision of part of the SE ¼ of the NE ¼ of Section 2, T17N, R1W of the 6th P.M. in Platte County, Nebraska; thence south and on the west line of said subdivision, to the southwest corner of Lot 4, said subdivision; thence east and on the south line of said subdivision, to the centerline of 48th Avenue; thence north on the centerline of 48th Avenue, to a point perpendicular to the northeast corner of Lot 2, Block A, Budlen Subdivision; thence west and on the north line of said subdivision, to a point on the east line of Lot 9, Country Club Estates Subdivision; thence north and on the east line of said Lot 9, to the northeast corner of said Lot 9; thence east and on the north line of Budlen Subdivision, to a point 205.00 feet east of the northwest corner of Lot 9, Country Club Estates Subdivision; thence north and parallel with the east line of 49th Avenue, to a point on the centerline of 63rd Street; thence west and on the centerline of 63rd Street, to a point perpendicular to the west line of Country Club Estates Subdivision; thence south to the point of beginning.
