$137.50-St Nebr,homeland security,gen fd,$3187.38-St Nebr,comp juv serv,comp juv fd,$31507.23-Lakeview Comm Schls,ID cards,gen fd,$67.80-Douglas Co,inmate housing,gen fd,$60800.00.Motion carried.The following resolution was presented: RESOLUTION NO. 03-57 WHEREAS, it is the understanding of the Platte Co Bd of Supervisors that there is a proposal to revamp Nebraska’s Mental Health Care System; and WHEREAS, Senator Jim Jensen, Chair or the Health and Human Serv Committee of the Nebraska Legislature, has stated that legislation will be introduced in January to address this issue; and WHEREAS, it is the Board’s understanding that the proposed new system will include more community-based mental health services, such as out-patient clinics, day care facilities group homes and subsidized housing and which also included the closing of the Hastings and Norfolk Regional Centers; and WHEREAS, the Board understands the need to look for new and cost-effective ways to treat mentally ill individuals in Nebraska; however, the Board believes closing these two facilities will cause the loss of jobs, and in many cases would prevent the people from getting the inpatient mental health services they desperately need; and WHEREAS, the Board is concerned that there are not adequate provisions to address the loss of mental health professionals in rural areas as a result of the closing of the regional centers, and there are not adequate provisions for the proper funding and staffing for the proposed community-based rural mental health facilities. NOW, THEREFORE BE IT RESOLVED by the Platte County Board of Supervisors that they are in opposition to the closing of such facilities without adequate consideration for the needs of rural communities and without due consideration for the necessary funding, support and staff for the community-based facilities to provide the same level of care, counseling and expertise which is currently found at the regional centers. Clark Grant, Atty  is requesting the approval of the plat and Res No. 03-64 for Country Club Shores Second Subdivision. Moved and seconded to refer the Country Club Shore Subdivision plat to the Hwy Supt to review and report back at the next meeting.Motion carried.Moved and seconded authorize the Chairman to sign the utility appl for Loup Public Power. Motion carried.Moved and seconded authorize the Hwy Supt to write a letter to Congressman Osborne on the resurfacing of the Lindsay Genoa Road. Authorize a fifty percent (50%) cost share should the project be built prior to January 1, 2009. Motion carried.Moved and seconded authorize the Hwy Supt to purchase a wood chipper in the amt of $21642.00.Motion carried.Moved and seconded direct the Hwy Supt to draw up a letter on the County’s position on E-911 signing. Have E-911 pay for the materials with the County providing the labor for sign replacement. Motion amended that E-911 personnel would determine which signs are to be replaced. Motion carried.

Moved and seconded to permit the county employees a paid holiday on 12-26-03. Motion carried.The Co Bd discussed the underground storage tanks at the Weed Dept. Moved and seconded to pay the back registration fees of $4417.50 to the Nebr State Fire Marshal for the underground storage tanks at the Weed Dept. Motion carried.Moved and seconded to approve the salary of $36500.00 for the new Deputy Co Atty as requested by the Co Atty.Motion carried.Moved and seconded to approve the Application for Appointment as County Depository for the following: Bank of Lindsay, United Nebr Bank, First National Bank, First Nebr Bank, Columbus Bank, Cornerstone Bank and Pinnacle Bank. Motion carried.Moved and seconded file the PrairieLand RC&D meeting minutes for 11-18-03.Motion carried.Moved and seconded file the Col Public Library’s report for November 2003.Motion carried.Moved and seconded authorize the Chairman to sign the Application for Payment to Gehring Const and Ready Mix Co for Country Club Estates Paving. NACO is requesting the Co Bd to support Homeland Security Fund allocation for Tower Infrastructure. Moved and seconded the Platte Co Bd Supervisors support allocating approximately $15 million of FY04 homeland security equipment grant funding to the new statewide wireless public safety communications system for tower infrastructure costs. Motion carried.Moved and seconded authorize the Chairman to sign the  Promissory Note between Platte County and Shell Valley Co. Inc.
