Honorable Ronald Pfeifer,Chairman,Diane C Pinger,Co Clk.Roll call the following member present: Supervisors Martens,Friedrichsen,Lloyd,Woerth,Franzen and Chairman Pfeifer.Absent:Supervisor Tooley.The Aff  Publ from the Col Tele and Humphrey Demo for notice of public meeting were presented. Moved and seconded approve tax corrections #13135 thru #13140 for real estate and personal property as recommended by the Co Assessor.Motion carried.The Chairman declared the meeting adjourned until 2-18-03 at 9:00a.m.

03-06 WHEREAS,the Co of Platte, Nebraska is a member of the Northeast Nebr Solid Waste Coalition; and WHEREAS ,as a member of the Northeast Nebr Solid Waste Coalition, the County of Platte, Nebr is authorized to name a representative to the Board of Directors of the Northeast Nebr Solid Waste Coalition; NOW,THEREFORE, in consideration of the foregoing recitals the Co Board of Supervisors of the County of Platte, Nebraska hereby adopts the following Resolution: BE IT RESOLVED by the County Board of Supervisors of the County of Platte, Nebraska that: (1)Joe Tooley is hereby appointed as the representative of the County of Platte, Nebraska to the Northeast Nebr Solid Waste Coalition Board of Directors, and in the event of the absence Joe Tooley, then B.T. Friedrichsen shall be declared as the alternate representative to the Board and shall act and vote on behalf of the of the County of Platte, Nebraska. (2)That Joe Tooley shall serve as the County of Platt’s representative to the Northeast Nebr Solid Waste Coalition Board of Directors until his or her successor is appointed by resolution of the County Bd of Supervisors, whichever shall occur first. Motion carried. The following resolution was presented: RESOLUTION NO.

03-07 WHEREAS, the Help America Vote Act, P.L. 107-252 is now being considered by the United States Congress which said law in present proposed form for federal fiscal year authorizes $3.8 billion in federal funding of which $2.16 billion is earmarked for state and local government to pay such localized government’s increased costs due to implementation of such proposed law, and WHEREAS, that without this federal funding to assist in payment of mandates required by this law, this county and counties like it will have difficulty in carrying out the reforms contemplated by the Help America Vote Act which results in dilution of the intent of congress in enacting this law. NOW,THEREFORE BE IT RESOLVED, by the Platte County Board of Supervisors that this county requests that if congress wants to pass the Help America vote Act, that members of congress provide in such federal law appropriations designated to “flow-through” to the local governments to pay for the expenses caused local government for such mandates. Motion carried.Moved and seconded Platte County go with Connecting Point on cabling for the video conference at the new jail in the amt of $1400.00. Motion carried.Moved and seconded authorize the Co Sher to purchase the necessary office equip from Eakes Office Plus in the amt of $6716.20. Motion carried.Moved and seconded authorize the Hwy Supt to advertise for steel bids to be opened on 2-18-03 at 10:00 a.m. Motion carried. Moved and seconded adopt Res No. 03-08 establishing the “Platte County Comprehensive Juvenile Services Plan Fund.” Motion withdrawn. The One and Six Year Road hearing was held from 10:00 a.m. to 11:00 a.m. Moved and seconded to conclude the hearing at 11:08 a.m. Motion carried. Moved and seconded the One and Six Year Road Program be accepted as presented. Motion carried. The Co Bd conducted their quarterly jail inspection and found it to be in satisfactory condition. Committee Reports: Moved and seconded to accept the quote from Industrial Electrical Contractors in the amt of $450.00 to re-circuit floor boxes in the clerk’s office.Motion carried.Moved and seconded to go into executive session at 12:05p.m. to discuss personnel issues and possible litigation. Motion carried. Moved and seconded to conclude the executive session at 12:35p.m. Motion carried.The  following resolution was presented:

RESOLUTION NO. 03-08 WHEREAS, Platte County Board of Supervisors desires the formation of a “Platte County Comprehensive Juvenile Services Plan” within Platte County; and WHEREAS, the Nebraska Crime Commission on Law Enforcement and Criminal Justice and the Office of Juvenile Services approved the County Aid program; and

WHEREAS, the Platte County Board needs to authorize thirty-one thousand five hundred seven dollars and twenty-

three cents ($31,507.23) of grant money to fund the Platte County Comprehensive Juvenile Services Plan for the benefit of various problems and possible solutions relating to juveniles. NOW,THEREFORE,BE IT HEREBY RESOLVED BY THE COUNTY BOARD OF SUPERVISORS, that on this 21st day of January,2003,Platte County does hereby establish the separate “Platte County Comprehensive Juvenile Services Plan Fund”.
