Pursuant to adjournment the Platte Co Bd Equalization met in
session beginning at 9:00 in the
morning. Honorable Ronald Pfeifer,Chairman,Diane C Pinger,Co Clk. Roll call and
the following members present: Supervisors
Martens,
Friedrichsen,Lloyd,Woerth,Franzen,Tooley and Chairman
Pfeifer. The Aff Publ from the Col Tele and Humph Demo for notice of meeting
were presented.Moved and seconded to approve tax corrections #13183 thru #13184
for real estate and personal property as recommended by the Co Assessor.Motion
carried.Moved and seconded to approve the permissive exemption to Iglesia
Cristiana Pan De Vida and disapprove the permissive exemption for Citizens
Advocates for the Developmentally Disabled Inc as recommended by the Co
Assessor.Motion carried.Moved and seconded to approve the mtr vehicle
exemptions as recommended by the Co Treas.Motion carried. The Chairman declared
the meeting adjourned to 5-18-04

session beginning at 9:10 in the
morning. Honorable Ronald Pfeifer,Chairman,Diane C Pinger,Co Clk. Roll call and
the following members present: Supervisors Martens,
Friedrichsen,Lloyd,Woerth,Franzen,Tooley and Chairman
Pfeifer. Jim Scow and Jody Prochaska of Scow Rief Kruse and Schumacher
presented an audit proposal to the Co Bd for the present fiscal year ending
6-30-04.Moved and seconded to table the audit proposal from Scow Rief Kruse
& Schumacher to 5-4-04
to give the Co Bd time to review it. Motion carried. Keli Forney, Family
Outreach Coordinator for Central Nebr Community Services explained the THRIVES
Program in Platte Co to the Co Bd. Moved and seconded authorize the Chairman to
sign the Memorandum of Endorsement for Central Nebr Community Services on the
THRIVES Program in Platte Co.Motion carried. Bids on a 10yd dump truck for the
Hwy Dept were opened and read at 9:30a.m.
Moved and seconded to refer the bids to the Hwy Supt to review and report back
with his findings as soon as possible. Motion carried. Impounded vehicle bids
for the co Sher on a 1991 Ford Explorer were opened and read. Moved and
seconded to accept the bid from Kevin Schuller on the 1991 Ford Explorer in the
amt of $151.51. Motion carried.Moved and seconded to approve the minutes of
4-6-04.Motion carried.Moved and seconded to approve the monthly fee
reports.Motion carried.Moved and seconded to file the Veterans’ Aid
Expenditures report for March 2004.Motion carried.Moved and seconded to file
the NENEDD meeting minutes for 3-31-04.Motion carried.Moved and seconded to
file the Veterans’ Service Office quarterly report ending March 31, 2004.Motion
carried.Moved and seconded to file the Co Treas receipts representing credit to
the respective funds: Dodge Co,inmate housing,gen fd,$19900.00-St Nebr, sale

to approve the following township bonds: Dale Buhl, Kenneth Nelson and Steve
Backes for Walker Township.Motion carried.Moved and seconded to file the Col
Public Library report for March 2004.Motion carried.Moved and seconded to file
the St Nebr DEQ Appl for Permit to Construct and Operate a Livestock Waste
Control Facility for the following: Jerry Korth Livestock Operation and B-4
Farms, Inc Livestock Operation.Motion carried.Moved and seconded to file the
PrairieLand RC&D meeting minutes for 3-16-2004.Motion carried.Moved and
seconded to file the Cable Nebr service reports for March 2004.Motion
carried.The Industrial Tract hearing with the City of Columbus was held at
10:00a.m.Moved and seconded to conclude the hearing at 10:11a.m.Motion
carried.Moved and seconded to agree with Atty Stan Emerson that no action be
taken on the property formerly occupied by Quality Carpets of Columbus.Motion
carried.Moved and seconded to proceed with the removal of Platte Tractor Co
from the County Industrial Tract.Motion carried.Moved and seconded to approve the
pay increase for Mandy Trout to $38000.00 effective 5-15-04 as requested by the
Co Atty.Motion carried.
Robert Trautwein, Library Director discussed the library
contract with the Co Bd. He has concerns about the County’s Comm and the
Library Bd waiting until the end of May to meet
to come up with an amicable agreement before the contracts expiration
date. Supervisor Martens will call the respective members of both committees to
set up a meeting.
Moved and seconded to remove from the table the asphalt recycling
bids. Motion carried.Moved and seconded to accept the asphalt recycling bid
from Brown&Brown in the amt of $332986.52.Motion carried.The Co Treas
discussed bankruptcy cases with the Co Bd. The Co Treas will talk with the Co
Atty about the bankruptcy cases she has on file as of today’s date and the Co
Atty will come back to the Co Bd with her recommendations. Moved and seconded
authorize the Chairman to sign two (2) utility appl for Mike Foltz. Motion
carried.Moved and seconded authorize the Chairman to sign the utility appl for
John Buhl. Motion carried.Moved and seconded authorize the Chairman to sign the
utility appl for Cornhusker PPD. Motion carried.Moved and seconded authorize
the Chairman to sign the utility appl for Bob Wegner. Motion carried.Moved and
seconded authorize the Chairman to sign the utility appl for Jim Donoghue.

Supt to advertise for annual supply bids to opened on 5-18-04 at 9:30a.m.Motion carried.The Co Bd
conducted their quarterly jail inspection after lunch. Committee Reports:
Supervisor Martens attended a bookmobile meeting with other members on 4-7-04. He also had a meeting with the
accountants on 4-18-04. On 4-13-04 met with Col Consortium on
adequate funding for the reform plan regarding the closing of the Norfolk
and Hastings regional centers. He
also attended a training session on 4-14-04
in the Courthouse put on by NIRMA. Supervisors Franzen and Friedrichsen
attended the same session. Supervisor Friedrichsen will be attending a meeting
on Friday, 4-23-04 in Madison
at the Juvenile Detention
Center and will report back on the
outcome. Supervisor Woerth reported on the shelving on 4th floor is
almost done. He also talked about the postage meter in the Courthouse and it
would be up to the Co Bd to continue with it. He asked permission from the Bd
to give the Bldg Grds Comm the authority to act on this issue. Approval was given
by the remaining members. Moved and seconded to approve the wage package for
the Hwy Dept employees in Platte Center
of 2.9% to be effective 4-26-04.
Motion carried.Moved and seconded to approve the salary increases for the
office staff of the Hwy Dept as follows: Dep Clk from $28200.00 to $29000.00,
Assist Hwy Supt from $30700.00 to $31500.00, and Hwy Supt from $42000.00 to
$44000.00. Motion carried.Moved and seconded that effective 5-1-05 the individual in the position of Assist
Hwy Supt be licensed to practice in the St of Nebr as a Co Hwy Supt. Motion
carried.The Hwy Supt rec’d a request from the newly formed Granville Cemetery
Assoc for a driveway. Since the matter is still in litigation, it was
recommended by the Co Atty to not do anything until a decision was heard from
the Court. Moved and seconded to go into executive session at 11:58a.m. to discuss personnel issues.Motion
carried.Moved and seconded to conclude the session at 12:15p.m.Motion
