Pursuant to adjournment the Platte Co Bd Supervisors met in session beginning at 9:00 in the morning. Honorable Ronald Pfeifer,Chairman,Diane C Pinger,Co Clk. Roll call and the following members present: Supervisors Martens, Friedrichsen,Lloyd,Woerth,Franzen,Tooley and Chairman Pfeifer. The Aff Publ from the Col Tele and Humph Demo for notice of public meeting were presented. Bill Brandt and others discussed Camp Pawnee issues with the Co Bd. The Co Sher discussed a grant locator with the Co Bd along with jail issues. Motion carried.Moved and seconded authorize the Chairman to sign the utility appl for Cornhusker PPD.Motion carried.Moved and seconded file the St Nebr DEQ Appl for permit to construct and operate a livestock waste control facility for the following: Dale Dicke Livestock Operation.Motion carried.Moved and seconded file the Hwy Dept annual report for 2003.Motion carried.Moved and seconded file the Co Sher annual report for 2003.Motion carried.The following resolution was presented: IN THE COUNTY OF PLATTE IN THE STATE OF NEBRASKA RESOLUTION NO. 04-03 A RESOLUTION APPROVING THE EXECUTION AND PERFORMANCE OF A LEASE-PURCHASE AGREEMENT WITH NACO LEASING CORPORATION FOR ACQUISITION OF PROPERTY. BE IT RESOLVED, by the Board of Supervisors of the County of Platte, in the State of Nebraska, that this Board hereby approved and authorizes the acquisition of One (10 Dodge 3/4 ton 4x4 pickup truck with extended cap and 4 doors) by the County of Platte through a Lease-Purchase Agreement with NACO Leasing Corporation. The Lease Agreement shall include the following terms, with such changes as are deemed reasonable or necessary by the Chairman of the Board of Supervisors. 1.Principal Amount: $21325.00-2.Interest Rate: 2.400%-3.Paymount Amount: $5621.66-4.Term: February 5,2004 through February 1, 2008-5.Payment Frequency: Annually. Settlement and closing of the Lease-Purchase Agreement shall be on or about February 5, 2004.NACO Leasing Corporation shall  send payment of the equipment vendor or owner for acquisition of the property on the date on which NACO Leasing Corporation receives the signed Lease-Purchase Agreement and accompanying documents from the County. BE IT FURTHER RESOLVED that the Chairman or Vice-Chairman of the Board of Supervisors and the County Clerk are hereby authorized and directed to sign the Lease-Purchase Agreement and related certificates and documents.This resolution shall be in full force and effect from and after its passage.Passed and adopted this 3rd day of February,2004. Moved and seconded adopt Res No. 04-03 Approving the Execution and Performance of a Lease-Purchase Agreement thru NACO for a Dodge 3/4 ton 4x4 pickup for Civil Defense. Motion carried .Elected and Appointed Officials discussed a policy for inclement weather with the Co Bd.Moved and seconded the County Bd Chairman, Bldg&Grds Chairman, Hwy Supt, Sheriff and Co Clk make the unanimous decision to close the courthouse for inclement weather. Motion carried.The Co Bd discussed the proposed Leigh Dam site. Moved and seconded authorize the Hwy Supt to write a letter to Lower Elkhorn NRD on the county’s concerns regarding standing water in the county right-of-way ditches adjacent to a county road plus no modifications to said road. Motion carried. Committee Reports: Supervisor Woerth is getting carpet and shelving buds for fourth floor. He also stated the City/County Committee will meet next week and on their agenda they will discuss the library contract. He asked the Co Bd for guidance, such as reducing the fee, increase it, leave it the same or eliminate it. Supervisor Friedrichsen attended a meeting in Madison at the Juvenile Center, everything is going well. Supervisor Lloyd reported the Road Bridge Committee and Hwy Supt met last Thursday and they discussed having the Assist Hwy Supt be licensed. Supervisor Franzen discussed the paving project at Country Club Drive. He also received a letter from the State stating the Weed Supt passed the initial state requirements. He also attended a SCAN meeting in Madison with the Civil Defense Director relating to homeland security. He also stated the Co Sher will be getting a DUNS number for future grant money requests. Supervisor Martens attended the Col Collaborative meeting last Thursday. Supervisor Pfeifer reminded the Co Bd about the Bd Workshop next week in Kearney.
