Pursuant to adjournment the Platte Co Bd of Supervisors met in session beginning at 9:00 in the morning. Honorable Ronald Pfeifer,Chairman,Diane C Pinger,Co Clk. Roll call and the following members present: Supervisors Martens,

Friedrichsen,Lloyd,Woerth,Franzen,Tooley and Chairman Pfeifer. Supervisor Franzen nominated Supervisor Pfeifer as Temporary Chairman. Moved and seconded that nominations be closed and Supervisor Pfeifer be elected Temporary Chairman. Motion carried. Supervisor Franzen nominated Supervisor Pfeifer as Chairman for 2004. Moved and seconded that nominations be closed and Supervisor Pfeifer be elected Chairman for the ensuing year. Motion carried. A recess was had to give the Chairman time to select his committees for the year 2004. Friedrichsen.Moved and seconded that the County pays meals, mileage at .375 cents per mile per state, pre-registration, lodging or fare excluding spouses, while attending conventions, meetings and district meetings relative to the business of the County, to elected county officials, department heads, and expenses of their personnel shall be paid if such personnel have been requested to attend meetings or if elected officials or department heads does not attend, he or she may designate their deputy to attend, their expenses will be allowed, the County representative must register and should attend all of the meetings of the convention or their expenses may not be allowed. All claims need to be accompanied by receipts or cancelled checks. The County Board may reject any or all claims. All elected and appointed officials and department heads need to attend the meetings before requesting registration and expense reimbursement. Motion carried.Moved and seconded that the respective offices and department heads be authorized to purchase items needed in their offices on the open market for the fiscal year July 1,2004 to June 30,2005, but not to exceed $2500.00 per item and if they have the funds in their budget. All items are to be purchased in Platte County if the prices are comparable. The purchasing guidelines must be followed as per state statute. Motion carried.Chairman Pfeifer re-appointed Dr. Ronald Klutman as County Medical Consultant to the Platte county Health Board for the year 2004.Moved and seconded that the proper notice be published for each Board meeting and the Board of Supervisors designate the first and third Tuesday of each month at 9:00a.m. during 2004 as their tentative meeting days, subject to modifications due to circumstances that may arise. Motion carried.Moved and seconded that Jon Zavadil be re-appointed Chairman of the County Health Board for 2004.Motion carried. Moved and seconded that Diane C Pinger be re-appointed Secretary of the County Health Board for 2004.Motion carried.Moved and seconded to appoint Frederick Liss as County Highway Superintendent for the year 2004.Motion carried.Moved and seconded that the following newspapers be designated as the official papers for the purpose of publishing notices and minutes of all meetings of the Platte County Board of Supervisors for the year 2004 and that the rate is not to exceed the legal rate for publications, Columbus Telegram 60%, Humphrey Democrat 40%. Motion carried.Moved and seconded that the St Dept of Roads be notified that the Columbus Telegram and Humphrey Democrat have been designated the official county newspapers for the year 2004. Motion carried.Moved and seconded that Special Engineer for 2004 be selected by project.Motion carried.Moved and seconded that Supervisor Martens be appointed to the Region IV Mtl Hlth Board for 2004.Motion carried.Moved and seconded that Supervisor Woerth be appointed to the Northstar Inc Board for 2004.Motion carried.Moved and seconded that Supervisor Friedrichsen represent Platte County on the Board of Central Community College for 2004. Motion carried.Moved and seconded that Supervisor Franzen be appointed to serve on the Region 10 Civil Defense Board for 2004.Motion carried.Moved and seconded that Supervisor Martens be appointed to serve on the Northeast Nebr Dept of Economic Development Board for 2004, motion withdrawn. Moved and seconded that Supervisor Pfeifer be appointed to serve on the Northeast Nebr Dept of Economic Development Board for 2004.Motion carried. Moved and seconded that Supervisor Tooley serve as Chairman of the Burial Committee for the year 2004.Motion carried.Moved and seconded that Supervisor Friedrichsen be appointed to serve on the Juvenile Detention Committee for 2004.Motion carried.Moved and seconded that Supervisor Franzen be appointed to serve on the Agricultural and Horticultural Land Valuation Board with Supervisor Martens as alternate. Motion carried. Supervisor Lloyd was excused from the board meeting during this motion. Moved and seconded that Supervisor Franzen be appointed to represent Platte County on the Chamber Board for 2004.Motion carried.Moved and seconded that Supervisor Tooely be appointed to the Central Nebr Community Services Board for 2004.Motion carried.Moved and seconded that the special rules and regulations remain as they were the previous year with the special rules. Motion carried.Moved and seconded that Supervisor Friedrichsen be appointed liaison to the Platte County Cooperative Extension Office with Supervisor Lloyd as alternate. Motion carried.Moved and seconded that Supervisor Tooley be appointed to represent Platte County on the Northeast Nebr Solid Waste Coalition Board with Supervisor Friedrichsen as alternate. Motion carried.Moved and seconded that Supervisor Woerth be named Vice-Chairman to the Board of Supervisors for 2004. Motion carried.Moved and seconded to re-appoint David Gilsdorf as Platte County Weed Superintendent for 2004. Motion carried.Moved and seconded that Supervisor Woerth be appointed to represent Platte County on the E-911 Technical Committee for 2004.
