Motion carried.Moved and seconded adopt Res No. 04-22 Approving Depository and Securities for United Nebr Bank.Motion carried.Moved and seconded to file the NENEDD meeting minutes for 5-26-04.Motion carried.The following resolution was presented: RESOLUTION NO. 04-23 WHEREAS, the Platte Co Treas has for a number of years co-mingled funds from various governmental bodies for the purpose of meeting the minimum investment requirements necessary to receive higher interest rates on the investment of such funds pursuant to law; and WHEREAS, the Platte Co Treas has been distributing the interest received from such investments to such various bodies proportionate to each body’s respective contribution to the principal amount of such investment; and WHEREAS, the Platte Co Treas desires that this practice be ratified and approved by the Co Bd of Supervisors. NOW,THEREFORE BE IT RESOLVED that to the full extent permission under law, the practice of the Platte Co Treas of co-mingling funds from various governmental bodies for the purposes of meeting the minimum investment requirements necessary to receive higher interest rates and the distribution of such funds in proporation to the respective body’s share of the investment be ratified, approved and authorized.Dated this 15th day of June,2004. NOW,THEREFORE BE IT RESOLVED that the Co Bd of Platte Co, Nebraska shall and does hereby give its consent to the Platte Co Treas to invest in United States government bonds, bonds and debentures issued either singly or collectively by any of the twelve federal land banks, under the supervision of the Farm Credit Adm, United States Treasury Notes, from the date of purchase, or in certificates of deposit.The interest received from investments shall be credited to the Co General Fund of Platte County Fiscal Year 2004-2005.Approved this 15th day of June,2004.Attest:/s/Diane C Pinger,Co Clk/s/ Ronald Pfeifer Chairman Platte County Board of Supervisors.Moved and seconded adopt Res No. 04-24 authorizing the Co Treas to invest surplus funds.Motion carried. Eugene Schumacher,Atty and Merlin Lindahl City Eng, presented an Interlocal Agreement between the City of Col and Platte County on the North Arterial Project to the Co Bd. After the presentation the Co Bd questioned the wording on the following items: page 1 paragraph 7, page 2 number 5 and 6 and page 3 number 7.  It was also stated, if an agreement was needed it should have been done earlier.  From the public, Mr Luchsinger and Mr Jura agreed with what the Supervisors stated and remarked that a lot of questions need to be answered before an agreement is signed. Atty Schumacher suggested that the Road-Bridge Comm meet with the City again to get these issues resolved. Richard Chisholm, Chief Probation Officer discussed budget issues with the Co Bd.Moved and seconded authorize Allan Vyhnalek and Lisa Kaslon to use the county van to attend the Nat’l Assoc of 4-H Agents Annual meeting and conference Oct 31,2004 to Nov 5,2004 in Oklahoma City, OK. Motion carried.Moved and seconded authorize the Chairman to sign the utility appl for Cornhusker PPD.Motion carried.The following resolution was presented: RESOLUTION NO. 04-21 Whereas, the report and study by the Platte Co Highway Supt has been filed in favor of the vacation of a portion of the Monroe Bridge Road No. 473 located in Sect 7, T17N, R2W of the 6th P.M., Platte County, Nebraska; and Whereas, an offer of relinquishment has been made to the Township of Loup, Nebraska; and Whereas, all provisions as set forth by Ne. Rev.Stat., Sec. 39-1722 have been satisfied. NOW,THEREFORE BE IT RESOLVED that a public hearing be held in the Supervisors Room in the Platte Co Courthouse, Columbus,Nebraska on July 20, 2004 at 10:00a.m. The purpose of the hearing is for testimony in favor or opposition to and to answer questions in relation thereto the abandonment or vacation of part of the Monroe Bridge Road No. 473 more accurately described as follows: That part of the Monroe Bridge Road No. 473 located in Government Lot 5, Section 7, Township 17 North, Range 2 West of the 6th P.M., Platte County, Nebraska said road being eighty (80’) feet in width, containing 0.88 acres more or less. Blue Cross Blue Shield insurance issues were discussed. Don Fritz, Chief Dep Fire Marshall discussed the Creston condemnation with the Co Bd per state statute, since the property did not sell it becomes the responsibility of the County. The Hwy Dept can demolish said property, but not within the thirty (30) days as per statute. Hwy Supt would rather do it in their off season, which would be January or February. The Co Atty will go before the judge and request the extra time. The Fire Marshall has no objection to the extra time, as long as he is notified as to when it will be done. Ken Bunger, Atty representing Becton, Dickenson & Co are requesting to vacate a portion of 12th Avenue. Moved and seconded to direct the Hwy Supt to have a traffic study done on the vacation of a portion of 12th Avenue. Motion carried. Correspondence was rec’d from the Veterans Service Officer requesting that the Co Bd appoint one of the following to the Veterans Serv Comm: Michael Landkamer-who has accepted re-nomination, Carroll Olcott and Louis Birkel. Motion carried.The following resolution was presented: RESOLUTION NO. 04-26 WHEREAS, there exists an emergency in the County certain departments operating within the County General Fund which has been created by necessary unanticipated expenses arising therein. WHEREAS, it appears that the departments immediately following will be overdrawn when the June 2004 claims are allowed in the sum of $342,454.48. County Attorney $1,808.47 and WHEREAS, such an additional appropriations needs to be made to meet such emergency expense. NOW THEREFORE BE IT RESOLVED, that in accordance with Section 23-918 Revised Statutes of Nebraska, that an additional $1,808.47 be appropriated out of the unexpended General fund items of the 2003-2004 County Budget to meet such emergency for the several departments. Moved and seconded to adopt Res No. 04-26 concerning overextended budgets.Motion carried.The following resolution was presented: RESOLUTION NO. 04-25 WHEREAS, the use of illegal drugs and the abuse of alcohol and nicotine constitute the greatest threats to the well-being of America’s children; WHEREAS, surveys conducted by the National Center on Addiction and Substance Abuse (CASA) at Columbia University have consistently found that the more often children and teenagers eat dinner with their families the less likely they are to smoke, drink and use illegal drugs; WHEREAS, teenagers who virtually never eat dinner with their families are 72 percent more likely than the average teenage to use illegal drugs, alcohol and cigarettes; WHEREAS, teenagers who almost always eat dinner with their families are 31 percent less likely than the average teenager to use illegal drugs, alcohol and cigarettes; WHEREAS, the correlation between family dinners and reduced risk for teen substance abuse are well documented; WHEREAS, parental influence is known to be one of the most crucial factors in determining the likelihood of substance abuse by teenagers; WHEREAS, family dinners have long constituted a substantial pillar of family life in America. NOW THEREFORE, the Platte County Board of Supervisors do hereby proclaim the fourth Monday in September as Family Day – A Day to Eat Dinner With Your Children. All urge all citizens to recognize and participate in its observance. After considerable discussion and consensus from the audience it was decided that this issue should never been brought up as promised the by previous NRD Board. The Co Bd did a show of hands and all present oppose the Leigh Dame Site Project.
