Pursuant to adjournment the Platte Co Bd Supervisors met in session beginning at 9:10a.m. Honorable Ronald Pfeifer, Chairman,Diane C Pinger,Co Clk. Roll call and the following members present: Supervisors Martens,Friedrichsen, Lloyd,Woerth,Franzen,Tooley and Chairman Pfeifer. Rob Wood, Smith Hayes presented resolutions and other various documents to issue bonds for RRID #2. Moved and seconded authorize the Chairman to sign Res No. 04-07 authorizing a special levy assessment for Rural Road Improvement Dist No. 2 and Res No. 04-08 authorizing the issuance of Road Improvement Bonds. Motion carried.Moved and seconded authorize the Chairman to sign other documents detrimental to Res No. 04-07 and Res No. 04-08. Motion carried.Rebecca Rayman, ECDHD presented their quarterly report and the memorandum of understanding between Platte Co and ECDHD to the Co Bd. Jeff Christensen, NENEDD discussed the Subrecipient Agreement between Platte Co and ECDHD with the Co Bd. Since the Bd did not have a copy of the agreement, it will be discussed on 4-6-04.Moved and seconded approve the minutes of 3-2-04.Motion carried.Moved and seconded authorize the Hwy Supt to advertise for a 10yd dump truck to be opened on 4-20-04 at 9:30a.m.Motion carried.Moved and seconded authorize the Chairman to sign the utility appl for Cornhusker PPD.Motion carried.Moved and seconded authorize the Chairman to sign the utility appl for Qwest Comm.Motion carried.Moved and seconded authorize the Hwy Supt to sell a buffalo mixer and an old pneumatic roller at an equip auction on 4-22-04.Motion carried. Jennifer Stanton, Hydrologist from the Dept of Interior is requesting permission from the Co Bd to drill a well in the county’s right-of-way. Moved and seconded authorize the Chairman to sign the Well Drilling/Sampling Agreement between Platte Co and the U.S. Geological Survey to drill a well in the county’s right-of-way. Moved and seconded refer the matter of phone service in the Courthouse to the Bldg Grds Comm and the Co Clk. Motion carried.Moved and seconded authorize the Chairman to sign the Business Assoc Agreement between Platte County and PayFlex Systems Inc.Motion carried.Moved and seconded file the PrairieLand RC&D meeting minutes of 1-20-04.Motion carried.Moved and seconded approve the performance bond on Husker Steel Inc to supply steel for the Platte Co Hwy Dept.Motion carried.Moved and seconded approve the official bond for David Scharff, Columbus Township.Motion carried. Committee Reports: Supervisor Martens attended a Reg IV meeting on 3-5-04, he also attended a meeting on 3-12-04 with the officials of Reg IV and stated money will be a big issue. He will be meeting with the East Central Dist Hlth Dept on the bid opening for the new addition. Supervisor Franzen met with Civil Defense regarding homeland security. He remarked that they would like a letter of support from the Co Bd approving the interoperable comm system and the grant appl. Supervisor Friedrichsen has an extension meeting tonight and the juvenile meeting has been moved to 3-26-04 due to the Northeast Dist meeting in Norfolk on 3-19-04. Supervisor Woerth asked about the E-911 signs out in the county, who will inspect these signs since the Hwy Dept will no longer be doing it and who is paying the replacement costs. Supervisor Pfeifer was approached by Gene Schumacher and Merlin Lindahl to have a meeting to discuss an Interlocal Agreement with the county on the by-pass. Supervisor Pfeifer feel the Road-Bridge Comm and Hwy Supt will need to meet with them .Moved and seconded Supervisor Franzen draft up a letter of support from the Platte Co Bd Supervisors approving the E-911 interoperable comm system and the grant appl.
