Pursuant to adjournment the Platte Co Bd Supervisors met in
session beginning at 9:00 in the

Pinger,Co Clk. Roll call and the following members present: Supervisors
Martens, Friedrichsen,Lloyd,,Tooley and Chairman Woerth. Absent: Supervisors
Pfeifer and Franzen. The Aff Publ from the Col Tele and Humph Demo for notice
of public meeting were presented. Moved and seconded authorize the Co Clk to
advertise for bids on a new boiler to be opened on 9-6-05 at 9:15a.m.Motion carried.Moved and seconded to
approve the salary of $35500.00 for the new deputy attorney. Motion
carried.Moved and seconded approve the deputy attorney salaries as presented by
the Co Atty.Motion carried.Moved and seconded to refer the issue of funding for
the maintenance of pioneer cemeteries to the Co Atty on how to define a
partially abandoned cemetery. Motion carried. Moved and seconded allow Tim
Hofbauer to attend an out-of-state conference in Kansas City from August 18-21,
2005.Motion carried.Moved and seconded give Tim Hofbauer, Emergency Manager
permission to spend up to $2500.00 to purchase the necessary furniture and
equip for his office to be taken out of the capital acct.Motion carried.
Moved and seconded approve the minutes for 7-18-05, 7-19-05 and 7-20-05.Motion carried.Moved and seconded
authorize the Chairman to sign the Transportation Enhancement Improvement
request for the Monastery Bike Trail. Motion carried.Moved and seconded
authorize the Chairman to sign the Interlocal Inmate Housing Agreement between Platte
County and Colfax
County with corrections. Motion

following resolution was presented: RESOLUTION NO. 05-23 WHEREAS,
methamphetamine or “meth” is a highly addictive and destructive drug that has
reached epidemic proportions across Nebraska and the rest of the United States
in rural, suburban and urban counties; and WHEREAS, meth can be easily
manufactured in almost any setting from common household chemicals, such as
cold medicine; and WHEREAS, meth use has a wide range of consequences,
including contamination of the environment, violent and reckless behavior by
the users, jeopardized the well being children and the entire community where
it is found; and WHEREAS, prevention and education are critically important to
combating meth use; and WHEREAS, alarming rates of children are found at meth
lab where they are living in deplorable conditions and are vulnerable to
neglect and abuse; and WHEREAS, methamphetamine abuse leads to many health
problems for users and those around them. Long-term health risks associated
with meth use include, tooth decay, depression, pulmonary and neurological
challenges. Children who are exposed to these hazardous chemicals during
production and use may also develop neurological, pulmonary diseases, which
will lead to learning disabilities; and WHEREAS, for each pound of
methamphetamine that is produced, five to seven pounds of toxic waste is also
produced. This waste is often introduced into the environment through septic
systems, streams and groundwater; and WHEREAS, treatment for methamphetamine
addiction has been found to be effective when the user is willing to accept it
and where it is available; and WHEREAS, research has shown an additive to
anhydrous ammonia if effective at reducing the production value of meth, while
still being useful as a fertilizer for production agriculture; and WHEREAS,
there is currently no remediation guidelines for individuals and local governments
to follow to cleanup a former meth lab; and WHEREAS, a comprehensive solution
strategy is needed to fight meth to include law enforcement, treatment,
education, prevention, research, cleanup, child protective services, and
precursor control; and WHEREAS, several bills have been introduced in Congress
to combat the methamphetamine scourge, including S. 103, HR 350, HR 798.
THEREFORE, IT IS RESOLVED that Platte County Nebraska urges Congress and the
Administration to increase funding for methamphetamine education, prevention,
research, enforcement, cleanup and treatment. Additionally, Platte County
Nebraska insists that Congress and the Administration establish a
comprehensive, coordinated and multifaceted response to the methamphetamine
crisis. Dated this 2nd day of August, 2005.

and the Administration to increase funding for methamphetamine education, prevention,
research, enforcement, cleanup and treatment. Motion carried. Moved and
seconded a special meeting will be held on 8-24-05 at 9:00a.m.
to set levy limits for the townships, fire districts,
Ag Society, Library, RRID #1 and to conduct other county business. The Co Bd
will also be working on the county budget. Motion carried.
Committee Reports: Supervisor Friedrichsen attended a
meeting at the Juvenile Detention
Center in Madison.
Supervisor Tooely attended the viaduct meeting and the majority voted for 3rd
Avenue with completion in 4-5 years. The viaduct
committee discussed an underpass, but that idea was eliminated because the
water table is too high. Supervisor Martens attended a meeting on the Columbus
Museum on 7-28-05. Moved and seconded the following
claims be approved as presented and the Co Clk be ordered to issue warrants of
