session beginning at 9:00 in the
morning. Honorable John Woerth,Chairman,Diane C Pinger,Co Clk.Roll call and the
following members present: Supervisors Martens,
Friedrichsen,Lloyd,Pfeifer,Franzen,Tooley and Chairman Woerth.The Aff Publ from
the Col Tele and Humph Demo for notice of public hearing were presented. Sue
Warner,BCBC representative discussed insurance issues with the Co Bd.Moved and
seconded authorize the Co Sher to advertise for sealed bids for two (2) police
cruisers to be opened on 3-1-05 at 9:30a.m.Motion carried.Moved and seconded
approve the minutes of 1-18-05.Motion carried.Moved and seconded file the Co
Treas receipts representing credit to the respective funds: St Nebr,alcohol

from the St Nebr Dept of Roads to have the Co Surveyor tie out land monuments
prior to construction and tie and remonument after construction on the

Project NH-30-5(127) US-30/23rd Street Columbus C.N. 31467 and
Project STPAA-6053(1) 33rd Avenue, 24th to 27th
Street Columbus C.N. 31588.Moved and seconded to have the Co Surveyor tie out

Platte Co Courthouse Jail and the Platte Co Detention Center to be in full
compliance with minimum jail standards. Motion carried.Moved and seconded file
the Co Sher annual report for 2004. Motion carried.Moved and seconded approve
the Application for Appointment as Co Depository for BankFirst.Motion
carried.Moved and seconded file the General Assist Adm report for January
2005.Motion carried. Alan Vyhnalek,Ext Educator discussed the Youth Coordinator
Position with the Co Bd. Tom Tremel,Co Surveyor discussed the disallowed claim
from the 1-18-05 meeting with the Co Bd. Video arraignment bids for the Platte
Co Detention Center were opened and read.Moved and seconded to refer the bids
to the Co Sher for evaluation and to report back as soon as possible. Motion
carried.Moved and seconded authorize the Co Sher to purchase the video
arraignment equip from Court Visions Comm in the amt of $31765.13 to come out
of the capital acct.Motion carried. Bruce Bailey, Design Assoc presented the
bids for the new maintenance facility in Platte Center to the Co Bd.Moved and
seconded to accept the bid from B-D Construction for the new maintenance
facility in Platte Center in the amt of $1035300.00 which included alternates 1
and 2 to be taken out of the Inheritance Tax Fund.Motion carried.Moved and
seconded authorize the Chairman to sign the utility appl for Bradley Jareske.
Motion carried.Moved and seconded authorize the Chairman to sign three utility
appls for Frontier Comm.Motion carried. Becton Dickinson& Co discussed the
Memorandum of Understanding with the Co Bd.Moved and seconded authorize the
Chairman to sign the Memorandum of Understanding for the B-D Expansion Project
with the Northeast Nebr Economic Dev Dist.Motion carried.The Co Bd considered
making the Platte Co Homeland Security/Civil Defense Director a full-time
employee. Moved and seconded to go from a part-time Civil Defense position to a
full-time Homeland Security/Civil Defense Director for Platte
County. Motion carried.Moved and
seconded to offer the position to the present Civil Def Director with a salary
of $30870.00 annually. Motion carried.Moved and seconded authorize Supervisor
Franzen to negotiate with a county employee to do computer work for the county
for an additional $3000.00 annual salary. Motion carried.Committee Reports:
Supervisor Martens attended a Reg IV meeting in Norfolk, he also attended the
East-Central Dist Hlth Dept meeting on 1-27-05. Supervisor Franzen has a Reg 10
CD meeting in St Paul,NE. Reminded
the rest of the board about the workshop in Kearney
next week. He also stated there is a bill in the unicameral to eliminate the Ag
and Horticultural Land Valuation Board. Supervisor Friedrichsen attended the Juv
Detention Center
meeting on Friday, January 28,2005
and he argued against the refinancing of the bond debt. Supervisor Pfeifer
reported Jeff Christensen has a new position as a Loan Specialist with NENEDD.
Supervisor Woerth reported the new mail box distribution was enforced by the
