Pursuant to adjournment the Platte Co Bd Equalization met in session beginning at 9:00 in the morning. Honorable John Woerth,Chairman,Diane C Pinger,Co Clk. Roll call and the following members present: Supervisors Martens, Friedrichsen,Lloyd,Pfeifer,Franzen,Tooley and Chairman Woerth. The Aff Publ from the Col Tele and Humph Demo for notice of pubic meeting were presented.Moved and seconded approve the mtr vehicle exemptions as recommended by the Co Treas.Motion carried.Moved and seconded approve tax corrections #13238 thru #13243 for real estate and personal property as recommended by the Co Assessor.Motion carried.The Co Assessor presented Platte County’s three year plan of assessment to the Bd Equalization per 2005 LB263,Sec 9.The Chairman declared the meeting adjourned to 7-19-05 at 9:00a.m.Attest:Diane C Pinger Clk of the Co Bd,John Woerth Chairman.

Pursuant to adjournment the Platte Co Bd Supervisors met in session beginning at 9:10a.m. Honorable John Woerth, Chairman,Diane C Pinger,Co Clk. Roll call and the following members present: Supervisors Martens,Friedrichsen, Lloyd,Pfeifer,Franzen,Tooley and Chairman Woerth.The Co Sher is requesting to purchase a used tractor and mower. After a discussion with the Co Bd and input from the Hwy Supt, the Co Sher will explore this issue further. The Co Sher discussed funding for the Platte Valley Humane Society with the Co Bd.Moved and seconded authorize the Co Sher to work with the Humane Society for the funding of animals picked up in the county not to exceed $300.00 to be taken out of the Sher budget. Motion carried. Wilma Arp, Comprehensive Juvenile Services requesting continuation of state grant and a technology grant for an additional computer. Moved and seconded to approve the 2005 state grant appl for the Comprehensive Juvenile Services (LB640) for another year. Motion carried.Moved and seconded to approve the technology grant in the amt of $1637.00 for an additional computer system for Comprehensive Juvenile Services. Motion carried. Brenda Shald discussed expense reductions on the county phone bills with the Co Bd.Moved and seconded 22nd Street remain the official street name but allow Becton Dickinson to install a sign below the official sign that reads “Randy Cook Street”. Motion carried. Ken Urkoski and Harry Laudenklos, Monroe Fire District presented more info regarding the petitions on the transfer of properties to Platte Center Fire District. Barb Grachek, Col Visitors Bureau is requesting the Co Bd to rescind the establishment of the Co Visitors Improvement Fund and the additional 2% lodging tax. The following resolution was presented: RESOLUTION NO. 05-21 BOARD OF COUNTY SUPERVISORS PLATTE COUNTY,NEBRASKA RESOLVED WHEREAS: a) On January 18,2005, the Platte Co Bd Supervisors adopted an additional 2% tax upon the total consideration charged for occupancy of any space furnished by any lodging facility located within this county. Proceeds from such funds were to be deposited in the County Visitors Improvement Fund. b) The Visitors Improvement Fund was created with the sole objective of the improvement of a museum owned by the Columbus Museum Corporation,Inc. located in Columbus,Nebraska. c) The aforementioned objective has been achieved. d) A public hearing prior to this Resolution has been held. NOW THEREFORE BE IT RESOLVED BY THIS BOARD OF COUNTY SUPERVISORS THAT: 1. Pursuant to the public hearing, it is advisable and proper that this county rescind the County Visitors’ Improvement Fund; and such fund is hereby rescinded by this Resolution. 2. There is hereby also rescinded the 2% tax funding the Visitors Improvement Fund by this Resolution. WHEREAS, the Platte County Treasurer has for a number of years co-mingled funds from various governmental bodies for the purpose of meeting the minimum investment requirements necessary to receive higher interest rates on the investment of such funds pursuant to law; and WHEREAS, the Platte County Treasurer has been distributing the interest received from such investments to such various bodies proportionate to each body’s respective contribution to the principal amount of such investment; and WHEREAS, the Platte County Treasurer desires that this practice be ratified and approved by the County Board of Supervisors. NOW THEREFORE BE IT RESOLVED, that to the full extent permission under law, the practice of the Platte County Treasurer of co-mingling funds from various governmental bodies for the purposes of meeting the minimum investment requirements necessary to receive higher interest rates and the distribution of such finds in proporation to the respective body’s share of the investment be ratified, approved and authorized. NOW THEREFORE BE IT RESOLVED that the County Board of Platte County, Nebraska, shall an does hereby give its consent to the Platte County Treasurer to invest in United States government bonds, bonds and debentures issued either singly or collectively by any of the twelve federal land banks, under the supervision of the Farm Credit Administration, United States Treasury Notes, from the date of purchase, or in certificates of deposit. The interest received from investments shall be credited to the County General Fund of Platte County Fiscal Year 2005-2006. Approved this 21st day of June, 2005. WHEREAS, it appears that the departments immediately following will be overdrawn when the June 2005 claims are allowed in the sum of $326877.36 – County Board $1069.86 – Election Commissioner $3314.64 – District Court $5941.06 – County Court $43256.60 – County Attorney $32189.10 – Civil Defense $10,015.60 and WHEREAS, such an additional appropriations needs to be made to meet such emergency expense. The Chairman gave the applicants a few minutes to give their reasons for applying for the appointments to the Columbus Township Board. Moved and seconded Steve Blaser be appointed Chairman for Columbus Township.Motion carried.Moved and seconded that David Scharff be appointed Treasurer for Columbus Township.Motion carried.Moved and seconded that Rick Braun be appointed Clerk for Columbus Township.Motion carried.The Co Atty discussed salary increases for the Dep Atty’s and the new hiree’s salary with the Co Bd.Moved and seconded approve the starting salary of $35500.00 for the new Dep Co Atty.Motion carried.Moved and seconded to approve the following deputy attorney salary increases as requested by the Co Atty: Mandy Trout $40000.00 to $44000.00 and Sandra Allen $44000.00 to $47000.00 to be effective 10-1-05.Motion carried.The Co Bd discussed the county’s health insurance program. Moved and seconded change the county hlth insurance company from Blue Cross Blue Shield to Benefit Administrative Systems LLC using the same premiums before the 5% increase which are the following: single $434.72, family $998.42, and employee spouse/children $872.69 which will be effective 8-1-05. The employees should note a 5% increase in premiums for the month of July 2005 through Blue Cross Blue Shield. Motion carried.The Bookmobile contract was discussed by the Co Bd.Moved and seconded Platte Co accept the proposed four (4) year contract with the City of Columbus for bookmobile services for the rural schools as follows: fiscal year 2005-2006 is $154147.00, 2006-2007 is $125267.00 which will include the CPI increase for fiscal years 2007-2008 and 2008-2009.Motion carried. Public Comments: Senator Arnold Stuthman talked to the Co Bd about one of his goals. His goal is to see about putting a bridge in north of Bellwood across the Platte River, which he will bring to the legislature in the fall session. He would like to have the backing and support from the Platte Co Bd Supervisors.Moved and seconded authorize the Chairman to sign the intent to apply form for the proposed CART trail on the Monastery Road. Motion carried. Committee Reports: Supervisor Friedrichsen attended a meeting in Madison at the Juvenile Detention Center. The bonds have been refinanced which will save 2%. Supervisor Woerth reported as Chairman of the Bldg Grds Comm that the handicapped door and window were broken by wind damage on 6-9-05. A new closure was put in and a new door will be ordered and paid by the insurance company.
