Pursuant to adjournment the Platte Co Bd Supervisors met in session beginning at 9:00 in the morning. Honorable John Woerth,Chairman,Diane C Pinger,Co Clk. Roll call and the following members present: Supervisors Martens, Friedrichsen,Lloyd,Pfeifer,Franzen,Tooley and Chairman Woerth.The Aff Publ from the Col Tele and Humph Demo for notice of public meeting were presented. A discussion was held to allow the placement of the escrow amt for the B-D expansion project. Moved and seconded have the Co Treas transfer $195580.00 into the escrow act from the Inheritance Tax Fund for the B-D expansion project. Motion carried. Tim Terry of the Platte Co Historical Society is requesting funding from the Co Bd. The Co Bd requested to have the Co Atty review this issue further and report back. Motion carried.A hearing was held at 10:15a.m. to open the county budget for an additional $10000.00 in the State Institutions Fund. Moved and seconded to conclude the hearing at 10:18a.m.Motion carried.The following resolution was presented: RESOLUTION NO. 05-16 WHEREAS, the Platte County Board of Supervisors have declared an emergency in the County within the State Institutions Fund as stated in State Statute 13-510; WHERERAS, the purpose is to account for the revenue earmarked for the county’s share of the cost for patient care at state institutions and for juvenile safekeeping costs for residents of the county; WHEREAS, a need of an additional appropriation of ten thousand dollars ($10,000.00) in expenditures exists for the continued operation of the State Institutions fund for the remainder of the 2004-05 fiscal year. BE IT HEREBY RESOLVED BY THE BOARD OF SUPERVISORS of Platte County, Nebraska on this 7th day of June, 2005, that said Board of Supervisor authorize the County Clerk to increase the budget to spend an additional ten thousand dollars ($10,000.00) from the State Institutions Fund for the remainder of the fiscal year. Moved and seconded adopt Res No. 05-16 to increase the State Institutions Fund to spend an additional $10,000.00. Motion carried. Richard Chisholm Probation Officer, discussed budget issues with the Co Bd. Jack Abbott and Jack Johnson from Employees Committed to Control Hlth Insurance discussed with the Co Bd their county hlth insurance. Consideration was made for a special purchase of a used MX180 tractor with 140 hp or more for the Hwy Dept by the Co Bd.Moved and seconded to accept the special purchase of a used 2001 MX180 tractor for the Hwy Dept in the amt of $62500.00.Motion carried.Moved and seconded allow the Ext Educator to advertise to fill the County Youth Coordinator position for $23700.00 annually. Motion carried. Kurt Geinrich BCBS representative discussed the Subgroup Appl with the Co Bd. Barb Grachek Col Visitors Bureau discussed the lodging tax increase with the Co Bd. The Co Bd had a discussion on the Platte Co Dist Crt decision on Case No. C104-616. Moved and seconded Platte County not appeal Case No. C104-616 Newmans vs. Platte County Board of Supervisors. Motion carried. The Co Bd discussed the solicitation of applicants for the Col Township Bd.Moved and seconded advertise three (3) times for the positions of the Col Township Bd. All applicants need to reapply and state what position they are applying for. Applications will be accepted until Noon on 6-17-05 in the County Clerk’s Office.Motion carried.Moved and seconded to remove item 16 and 17 from the agenda. Motion carried.The Co Bd discussed the Woodville Township Bd and the solicitation of applicants. Moved and seconded advertise three (3) times for the positions of the Woodville Township Bd. All applicants need to state what position they are applying for. Applications will be accepted until Noon on 6-17-05 in the County Clerk’s Office.Motion carried.Moved and seconded authorize the Chairman to sign two (2) utility appl for Frontier Comm.Motion carried.Moved and seconded authorize the Chairman to sign the utility appl for Terracon.Motion carried.The following resolution was presented: RESOLUTION NO. 05-15 WHEREAS, the Platte County Board of Supervisors desire to create a project for emergency replacement of a bridge due to channel scour located on the line common to Section 17 and 20, Township 18 North, Range 2 West of the 6th P.M., Platte County, Nebraska, and; WHEREAS, Said project is not programmed in the One-and Six-Year Road Program as per Neb.Rev.Stat. 39-2115, and must be amended to accommodate necessary changes thereto; now, THEREFORE, BE IT RESOLVED by the Board of Supervisors of Platte County, Nebraska, that the County Highway Superintendent execute NBCS Form 10 – Notification of Revision of One year Plan to the State of Nebraska Board of Classifications and Standards and proceed after concurrence by said Board to construct said project in accordance with current design standards at the earliest date possible. Committee Reports: Supervisor Friedrichsen attended the Juvenile Detention Center meeting in Madison and stated the bonds have been renewed which will money for the contracted counties. Supervisor Tooely reported from the Personnel Committee on the hlth insurance. Had a meeting with all elected/appointed officials on changing insurance companies, everything went well. Supervisor Franzen attended a NIRMA meeting and stated the county’s workman’s comp will decrease because some of the claims will be closed out .Supervisor Martens attended a Reg IV meeting Norfolk on 5-20-05 which they had a  dedication of the new bldg. Supervisor Lloyd asked what was the deadline for the Co Bd to make a decision on the transfer of properties from Monroe Fire District to Platte Center Fire District. The Clk informed the Co Bd, 7-8-05 is the deadline. The Bldg Grds Comm conducted their quarterly jail inspection after lunch.
