Pursuant to adjournment the Platte Co Bd Supervisors met in session beginning at 9:00 in the morning.Honorable Robert Lloyd,Chairman,Diane C Pinger,Co Clk.Roll call and the following members present: Supervisors Martens, Friedrichsen,Woerth,Pfeifer,Franzen,Tooley and Chairman Lloyd.The Chairman informed the public of the posting of the open meeting laws.The meeting notices were published in the Col Tele on 11-25-08 and the Humph Demo on

11-26-08.Moved and seconded to approve the agenda as presented.Motion carried. Ken Berney,Lower Elkhorn NRD discussed the Interlocal Agreement on the Leigh Dam Project with the Co Bd.Moved and seconded to authorize the Co Sher to purchase a 2009 Chevrolet Impala for $20694.00, 2009 Dodge Charger for $20285.00 and a 2009 Dodge Grand Caravan for $20635.00 to be paid from the capital acct.Motion carried. Allan Vyhnalek,Ext Educator came before the Co Bd to request the approval of pay increases for county paid employees and to approve the appointment of Tony Woerdemann and Mary Ann Schreiber to the Platte Co Ext Bd for 2009-2011.Moved and seconded to approve the pay increases for the county paid employees in the Ext Office to be effective 1-1-2009.Motion carried. Moved and seconded to approve the appointment of Tony Woerdemann and Mary Ann Schreiber to the Ext Bd for 2009-2011.Motion carried.Moved and seconded to set the One and Six Year Road Hearing for 1-20-2009 from 10:00a.m. to 11:00a.m. as requested by the Hwy Supt.Motion carried.The following resolution was presented: RESOLUTION NO. 08-55 WHEREAS,there has been signed by Platte County on the 20th day of April,1993,and the State on the 14th day of May,1993 and agreement providing for the construction of a Federal Aid Project at the following location: Beginning 0.5 mile south of the Northwest Corner of Section 5,Township 17 North,Range 3 West and extends 15.5 miles north, terminating at the Northwest Corner of Section 20,Township 20 North,Range 3 West. and WHEREAS, in the above agreement, the County has pledged sufficient funds to finance its share of the cost of the construction of this project identified as STPE-2845(3),and WHEREAS,the above mentioned agreement provided that the County would pay all costs not paid for with Federal or State funds,and WHEREAS,the State received bids for the construction of this project on November 13,2008 at which time 8 bids were received for the construction of this proposed work, and WHEREAS,the following contractor(s) for the items of work listed has been selected as the low bidder(s) to whom the contract(s) should be awarded: Paulsen,Inc.,Cozad,Nebraska; Bituminous: $4,232,071.59 NOW,THEREFORE, in consideration of the above facts, the Board of Supervisors of Platte County, by this resolution, takes the following official action: 1.If for any reason the Federal Highway Administration rescinds, limits its obligations, or defers payment of the Federal share of the cost of this project, the County hereby agrees to provide the necessary funds to pay for all costs incurred until and in the event such Federal funds are allowed and paid.2.The Board hereby concurs in the selection of the above mentioned contractor(s) for the items of work listed, to whom the contract(s) should be awarded.3.The Board hereby authorizes the Chairman to sign the contract(s) with the above mentioned contractor(s) for the above mentioned work.4.The Board does not desire to perform any of the work with its own forces in lieu of performing the work by the contract method. Supervisor Pfeifer reported the Road-Bridge Comm attended the City Council meeting on 12-1-2008 on the closing of E 14th Avenue. Supervisor Franzen will attend the NIRMA luncheon on 12-10-2008 in Lincoln. Supervisor Martens raised come concerns on the selection of the new extension board members. Motion carried.Moved and seconded to file the Co Treas receipts representing credit to the respective funds: City Col, salary reimbursement,gen fd,$1666.00-Sherwin Williams, overpayment refund,gen fd,$95.21-St Nebr,CART Trail,gen fd,$1822.78-Holt Co, jail school,gen fd,$350.00-City Col,reimbursement from E-911 for recorder in dispatch,gen fd, $14910.00-Dodge Co,inmate housing,gen fd,$9045.00-Denise Reese, closing fee, fed grant fd 1,$200.00-Platte Co Crt, restitution,gen fd,$153.00.Motion carried.Moved and seconded to authorize the Chairman to sign the Certification of County Hwy Supt for Determining Incentive Payment.Motion carried.The following resolution was presented: RESOLUTION NO. 08-54 FOR AMENDMENT AND ADDENDUM TO NIRMA/NIRMA II INTERGOVERNMENTAL/INTERLOCAL AGREEMENT WHEREAS, Platte County has previously entered into Intergovernmental/Interlocal Agreements with various other Nebraska Counties and other public agencies to Nebraska Intergovernmental Risk Management Association II (NIRMA II) pursuant to the Intergovernmental Risk Management Act (Neb.Rev.Stat. §44-4301 et seq.) and the Nebraska Interlocal Cooperation Act (Neb.Rev.Stat. §13-801 et seq.); and WHEREAS, Counties and other Public Agencies as defined in §44-4303 are allowed to participate in said cooperative undertakings; and WHEREAS, the Legislature has found that proper risk management requires the spreading of risk so as to minimize fluctuations in insurance needs and that benefits an be derived through pooling of insurance purchasing by local government, and WHEREAS, NIRMA and NIRMA II have provided coverages to the County in a cost effective way which meet and exceed those provided by standard insurance carriers; and WHEREAS, NIRMA and NIRMA II provide risk management services such as loss prevention safety audits, claims and litigation management, and coverages tailored to address loss exposures a county faces not economically available from other sources; and WHEREAS, these coverages and risk management services are essential for the continued effective and efficient use of county taxpayer dollars; and WHEREAS, the current Intergovernmental/Interlocal Agreement will expire on July 31,2009,and NOW,THEREFORE,BE IT RESOLVED that the Platte County Board hereby: 1.Extends its commitment to participate in NIRMA and NIRMA II for the period August 1,2009 through June 30,2012; and 2. Declares that this Resolution shall serve an amendment and addendum to the previous Intergovernmental/Interlocal Agreements entered into by the County Board, said Intergovernmental/Interlocal Agreements readopted by and incorporated herein by this reference as amended.
