Supervisor Franzen appoints Supervisor Lloyd to be Temporary Chairman. Temporary Chairman asks for nominations for Chairman. Supervisor Woerth nominates Supervisor Lloyd as Chairman. Moved and seconded that nominations cease and Supervisor Lloyd be elected Chairman by acclamation. Motion carried. Pursuant to adjournment the Platte Co Bd Supervisors met in session for a reorganization meeting beginning at 9:00a.m.Honorable Robert Lloyd, Chairman,Diane C Pinger,Co Clk.Roll call and the following members present: Supervisors Martens,Friedrichsen, Woerth, Pfeifer,Franzen,Tooley and Chairman Lloyd. The Chairman informed the general public on the posting of the open meeting laws.The Aff Publ from the Col Tele and Humph Demo for notice of public meeting were presented. Moved and seconded to approve the agenda as presented.Motion carried.Chairman Lloyd asks for nominations for Vice-Chairman. Supervisors Franzen and Friedrichsen nominate Mr. Martens as Vice-Chairman. Moved and seconded that nominations cease and Supervisor Martens be elected Vice-Chairman by acclamation. Motion carried.The Chairman may call a recess to select his committees for the year 2008. Moved and seconded to appoint Dr Ronald Klutman as County Medical Consultant, Sheriff Jon Zavadil as Chairman and Clerk Diane C Pinger as Secretary of the Platte Co Hlth Bd for 2008.Motion carried.Moved and seconded to appoint Frederick M Liss as Hwy Supt for 2008.Motion carried.Moved and seconded to appoint David Gilsdorf as the Platte Co Weed Supt for 2008.Motion carried.Moved and seconded that the proper notice be published for each Board meeting and the Bd of Supervisors designate the first and third Tuesday of each month at 9:00 a.m. during 2008 as their tentative meeting days subject to modifications due to circumstances that may arise. Motion carried.Moved and seconded that the County pays meals, mileage at .505 cents per mile per state,pre-registration,lodging or fare excluding spouses, while attending conventions, meetings and district meetings relative to the business of the County,to elected county officials, department heads, and expenses of their personnel shall be paid if such personnel have been requested to attend meetings or if elected officials or department heads does not attend, he or she may designate their deputy to attend, their expenses will be allowed, the county representative must register and should attend all of the meetings of the convention or their expenses may not be allowed.All claims need to be accompanied by receipts or cancelled checks. All elected and appointed officials and department heads need to attend the meetings before requesting registration and expenses reimbursement. The County Board may reject any of all claims. Claims for personal reimbursement less than $5.00 will not be approved.Motion carried.Moved and seconded that the respective offices and department heads be authorized to purchase items needed in their offices on the open market for the fiscal year July 1,2008 to June 30,2009 but not to exceed $2500.00 per item and if they have the funds in their budgets. All items are to be purchased in Platte County if the prices are comparable. The purchasing guidelines must be followed as per state statute. Motion carried.Moved and seconded that the special rules and regulations for 2008 remain as there were in 2007.The following was added in 2008: The Platte County Board of Supervisors Policy on abandoned pioneer cemeteries (means no cemetery board or association) is that the county will provide what the statute requires by in kind services but will not advance any cash funds.Motion carried.Moved and seconded that the following newspapers be designated as the official paper for the purpose of publishing notices and minutes of all meeting of the Platte County Board of Supervisors for the year 2008,the rate is not to exceed the legal rate for publications and have the County Clerk notify the Dept of Roads of such designation, Columbus Telegram 60%,Humphrey Democrat 40%.Motion carried.Moved and seconded that the Special Engineer for 2008 be selected by project.Motion carried.Moved and seconded that Supervisor Friedrichsen be appointed to the Region IV Mtl Hlth Bd for 2008.Motion carried.Moved and seconded that Supervisor Woerth be appointed to Northstar Inc Bd for 2008. Motion carried.Moved and seconded that Supervisor Friedrichsen be appointed to represent Platte County on the Bd of Central Community College for 2008.Motion carried.Moved and seconded that Supervisor Pfeifer be appointed to serve on the Northeast Nebr Economic Development Bd for 2008.Motion carried.Moved and seconded that Supervisor Friedrichsen be appointed to serve on the Juvenile Detention Committee for 2008 with Supervisor Pfeifer as an alternate. Motion carried.Moved and seconded that Supervisor Tooley be appointed to represent Platte county on the Chamber Board for 2008.Motion carried.Moved and seconded that Supervisor Tooley be appointed to represent Platte County on the Central Nebr Comm Service Bd for 2008.Motion carried.Moved and seconded that Supervisor Martens be appointed liaison to the Extension Office with Supervisor Lloyd as an alternate for 2008.Motion carried.Moved and seconded that Supervisor Tooley be appointed to represent Platte County on the Northeast Nebr Solid Waste Coalition with Supervisor Friedrichsen as an alternate for 2008.Motion carried.Moved and seconded that Supervisor Woerth be appointed to represent Platte County on the E-911 Technical Comm for 2008.Motion carried.Moved and seconded that Supervisor Martens be appointed to represent Platte county on the East-Central Dist Hlth Bd for 2008.Motion carried.
