Supervisor Franzen representing Platte County on the Nebr Intergovernmental Risk Management Assoc Board of Directors presented the Chairman with a clock for being a part of the program for 20 years.Mr Franzen stated Platte County has rec’d back $367355.00 in dividend checks from NIRMA and there are 78 out of 91 counties that are NIRMA members. Discuss and possible action on the east and south exterior entry renovations bids. Moved and seconded to waive the bond issue and accept a certified check in the amt of $9837.00 with is 25% of the project cost. Motion carried.Moved and seconded to accept the low bid from Platte Valley Precast in the amt of $39318.44 on the south and east entry renovations. Motion carried. Lisa Richardson of HDR presented the study results on the East 29th viaduct to the Co Bd.Moved and seconded to have the Hwy Supt approach the City Council of the possible closure of the East 14th Avenue rail crossing. Motion carried. Dan Myers of Silverstone Group discussed health insurance with the Co Bd.Moved and seconded to approve the benefit package in the amt of $4320.00 for the Victims Assist Program for one year. Motion carried. Discussion and decision on whether to amend provision in the employee handbook as it relates to the hours of work required to trigger benefits for part-time employees. Moved and seconded to move the part-time employees from 20 hours a week to 24 hours a week to qualify for vacation, sick leave and health insurance, current part-time employees are grandfathered in at 20 hours a week. Moved and seconded to amend the motion on the floor to have the health insurance hours changed from 24 hours a week to 30 hours a week. Motion carried.The amended motion now reads that part-time employees go from 20 hours a week to 24 hours a week to qualify for vacation and sick leave, they would go from 20 hours a week to 30 hours a week to qualify for health insurance, current part-time employees are grandfathered in at 20 hours a week. Motion carried. Asphalt bids for the Hwy Dept were opened and read on 4-15-08 at 9:30a.m.Moved and seconded to refer the bids to the Hwy Supt to review and report back with his findings.Motion carried.Moved and seconded to accept the bid from Flint Hills Resources for the CSS-1 and CRS-2P cationic asphalt and the bid from Jebro Inc for the HFE-300 and HFE-1000 emulsified asphalt. Motion carried.Moved and seconded to authorize the Chairman to sign three (3) utility appl for Cornhusker Public Power. Motion carried.Moved and seconded to authorize the Chairman to sign the utility appl for the Shanle Brothers. The following resolution was presented: RESOLUTION NO.  08-11 WHEREAS: The County of Platte, a governmental subdivision of the State of Nebraska, holds title to a segment road right-of-way, described as follows: A 66 ft strip of land, the centerline of which is located on the line common to Sections 7 and 18, Township 19 North, Range 2 West of the 6th P.M., Platte County, Nebraska; more particularly described as follows: Beginning at a point 33 feet East of the Northwest corner of said Section 18, thence easterly on the North line of said Section 18 to a point 33 feet West of the Northeast corner of said Section 18, containing 8.0 acres more or less. WHEREAS; It is the intent of this County Board to abandon and vacate said segment of road; and WHEREAS; All provision of NEB.REV.STAT., Section 39-1722 through Section 39-1726 have been satisfied; not therefore. BE IT RESOLVED, that said segment of road as described be vacated by Platte County and the ownership of said segment of road revert back to the private ownership of the adjoining property owner(s) of the adjacent real estate, one half of each side thereof.
