Pursuant to adjournment the Platte Co Bd Equalization met in
session beginning at 9:00 in the
morning. Honorable Robert J Lloyd,Chairman,Diane C
Pinger,Co Clk.Roll call and the following members present: Supervisors Martens,
Olk,Micek,Pfeifer,Tooley,Franzen and Chairman Lloyd. The Chairman informed the
public of the posting of the open meeting laws. The Aff Publ were presented
with the meeting notice published in the Col Tele on 7-14-09 and the Humph Demo on 7-15-09.Moved and
seconded to approve the agenda as presented. Motion carried.Moved and seconded
to approve the minutes of 6-16-09.Motion carried.Moved and seconded to approve
tax corrections #13447 thru #13453 on real estate and/or personal property as
recommended by the Co Assessor. Motion carried.Moved and seconded to approve
the permissive exemption for the Col Comm
Hospital as recommended by the Co
Assessor. Motion carried.Moved and seconded to approve the following motor
vehicle exemptions as recommended by the Co Treas: St Vincent DePaul/Simon
House Inc.,St Isidore Church of Columbus and Col
Comm Hospital.
Motion carried. The Chairman declared a recess until 1:00 p.m. for the Property Valuation Protest hearings.
The Chairman reconvened the meeting at 1:00p.m.
The Chairman has decided instead of signing the protests, he will use his
signature stamp as an approved substitute. The Property Valuation Protest
hearing was held to hear protest nos. 1-34, 38-44, 46-56 and
58-61.The Chairman recessed the Bd of Equalization until July 22, 2009 at 9:00a.m.The Chairman
reconvened the Bd of Equalization at 9:00a.m.
to hear protest nos. 62-151 and 185 with the following

Martens,Olk,Micek, Pfeifer,Tooley,Franzen and Chairman Lloyd. The Chairman
informed the public of the posting of the open meeting laws. The Aff Publ were
presented and published in the Col Tele on 7-14-09 and the Humph Demo on 7-15-09.Moved and seconded
to approve the agenda as presented. Motion carried. John Bergen, Mail Prep
discussed proposal on mail service with the Co Bd. Andy Snyder, Smith Hayes
Financial Services Corp discussed the 2009 American Recovery and Reinvestment
Act with the Co Bd. Joe Mangiamelli,City Adm presented the agreement between
the City and County for traffic enforcement and related activities on Lost
Creek Parkway. Moved and seconded to approve Res No. R09-66
amendment to the 2004 agreement. Motion carried. Todd Drapal,OCI
discussed the county health plan with the Co Bd.Moved and seconded to increase
the total premium 20% for the county health plan and to change the employee
premium contribution for single from zero to 10% and employee spouse/children
and family from 20% to 25% to be effective August 1,2009.Motion carried. Todd
Drapal,OCI discussed off label drugs with the Co Bd. Moved and seconded in an
effort to improve the Platte County Health Insurance Plan to reflect currently
recognized best medical practices as defined by our case management
professional; I make the motion to cover off label drugs effective Dec
1,2008.Motion carried.Moved and seconded on the subject of the previous motion,
I make a motion to update and amend the Platte County Health Plan documents to
include pre-authorization language for off label drugs that follow case
management recommendations for currently recognized best medical practices.
Motion carried.Moved and seconded to discontinue the $150.00 a month in-lieu of
insurance effective Aug 1,2009.Motion carried.Moved
and seconded to remove from the table the utility appl for ADM.Motion
carried.Moved and seconded to authorize the Chairman to sign the utility appl
for ADM with the understanding the maximum number of crossings shall be five
(5) in a 48 hour period. Blockage of the crossing for each event shall be
limited to 30 minutes. The applicant is to maintain the driveway located
approximately 300 feet west of the crossing to accommodate vehicle turn around.
Applicant shall be safely responsible for the cost of future maintenance,
relocation or adjustments to the crossing facility. This condition shall apply
if required by either the applicant of Platte
County. Installation and
maintenance of active traffic control devices for Hwy-rail crossings shall be
in accordance with the current manual on Uniform Traffic Control Devices.
Crossing devices shall be maintained in good working order at all times. Motion
carried.Moved and seconded to authorize the Chairman to sign the utility appl
for Steve Wieser.Motion carried. The Hwy Supt discussed the Shell Creek bridge located on the Platte/Colfax county line with the Co
Bd.Moved and seconded to inform Colfax
County that the Shell Creek Bridge
Project on the Platte/Colfax county line be a local project and be placed in
the one year plan. Motion carried.Moved and seconded to allow the Elect Comm to
attend the Midwest Election Officials Conference in Overland Park, Kansas in
December of 2009.Motion carried.Moved and seconded the approve the minutes for
7-7-09.Motion carried. Committee Reports: Supervisor Martens reported there was
no extension meeting because of the fair. He met with Supervisor Tooley and
discussed the health insurance plan. Supervisor Pfeifer reported the
Road-Bridge Comm met with Fred and Terry and discussed the letter sent to Mr.
DeLay and Lower Elkhorn NRD on the Leigh Dam Project. Supervisor Olk attended
the Reg IV meeting. Supervisor Franzen reported the City/County Committee met
and discussed the Bookmobile contract since the current contract expired June
30, 2009.Moved and seconded to approve the monthly fee reports. Motion
