session beginning at 9:00 in the
morning.Honorable Robert J Lloyd,Chairman,Diane C Pinger,Co Clk.Roll call and
the following members present: Supervisors Martens, Pfeifer,Franzen,Tooley and
Chairman Lloyd. Supervisors Micek and Friedrichsen were excused from the
meeting. The Chairman informed the public of the posting of the open meeting
laws.The Aff of Pub were presented with the notices published in the Col Tele
on 2-24-09 and the Humph Demo on 2-25-09.Moved and seconded to approve the

with CBM Food Serv for the Platte Co Detention with the 5.3% increase effective

report for January 2009.Motion carried. Deb Loseke director of the
Columbus/Platte County Convention and Visitors Bureau, KC Belitz president of
the Chamber of Commerce and Tom Theilen, vice-president of the Col Aquatic
Assoc discussed the funds from the Co Visitors Improvement Fund with the Co Bd.
Tim Hofbauer,Emergency Manager discussed the Grant Funded Special Project
Employee. Tim reported the Columbus/Platte County Emergency Management Connect
Columbus and the Col Area United Way
applied for a VISTA placed employee to help with special
project related to preparedness, education outreach and funding. There is no
cost to the County or United Way
for the person. All wages benefits are provided through the VISTA
program run by the federal government. A hearing was held at 9:45 a.m. to open the County
Budget for an additional $85,000.00
in the State Institutions Fund. Moved and seconded to conclude the hearing at
9:47a.m.Motion carried.The following resolution was presented: RESOLUTION NO.
09-09 WHEREAS, the Platte County Board of Supervisors have declared an
emergency in the County within the State Institutions Fund as state in State
Statute 13-510: WHEREAS,the purpose is to account for the revenue earmarked for
the county’s share of the cost for patient care at state institutions and for
juvenile safekeeping costs for residents of the county: WHEREAS,a need of an
additional appropriation of eighty five thousand dollars ($85,000.00) in
expenditures exists for the continued operation of the State Institutions Fund
for the remainder of the 2008-09 fiscal year. BE IT HEREBY RESOLVED BY THE
BOARD OF SUPERVISORS of Platte County,Nebraska on the 3rd day of
March,2009,that said Board of Supervisor authorize the County Clerk to increase
the budget to spend an additional eighty find thousand dollars ($85,000.00)
from the State Institutions Fund for the remainder of the fiscal year. Dated

authorize the chairman to sign the utility apply for the Platte River Recovery
Implementation Program. Motion carried.Moved and seconded to authorize the Hwy
Supt to advertise for asphalt bids to be opened on 4-7-09 at 10:00a.m.Motion
carried.Moved and seconded to authorize the Hwy Supt to purchase used pallet
forks for the cat loader in the amt of $3500.00 subject to approval by the Hwy
Supt.Motion carried.Moved and seconded to authorize the Hwy Supt to hire
Mainelli Wagner& Assoc for 2009 bridge design. Motion carried.Moved and
seconded to remove from the table to allow Off Label Drug Use in the Platte Co
Hlth Plan. Motion carried.Moved and seconded to allow Off Label Drug Use in the
Platte County Hlth Plan effective 2-9-09.Motion carried. Committee
Reports:Supervisor Pfeifer reported that the Co Clk has rec’d five applications
for the Hwy Supt positon.Supervisor Tooley reported the Gen Assist Adm is
having problems with the inmate medical bills from other counties and people
moving out of county on reimbursements. Moved and seconded Moved and seconded
