Martens,Olk, Micek, Pfeifer,Tooley,Franzen and Supervisor Lloyd. The Chairman
informed the public on the posting of the open meeting laws. The Aff Publ were
presented with the meeting notice published in the Col Tele on 10-13-09 and the
Humph Demo on 10-14-09.Moved and seconded to approve the agenda as
presented.Motion carried.Moved and seconded to approve the minutes of
9-15-09.Motion carried.Moved and seconded to approve the following levy
changes: Lower Platte North NRD from .042661 to .042670, Columbus School Dist
#1 general from 1.003094 to 1.003000, bond from .158620 to .158600.Motion
carried.Moved and seconded to approve tax correction #13459 thru #13460 on real
estate and/or personal property. Motion carried.Moved and seconded to approve
the following motor vehicle exemptions as recommended by the Co Treas: Boys and
Girls Home of Nebraska Inc, Iglesia Del Evangelio Manuel, Federated
Church and Rainbow Center

Pinger, Clk of the Co Bd. Roll call and the following members present:
Supervisors Martens,Olk, Micek, Pfeifer,Tooley,Franzen and Chairman Lloyd. The
Chairman informed the public on the posting of the open meeting laws. The Aff
Publ were presented with the meeting notice published in the Col Tele on
10/13/09 and the Humph Demo on 10/14/09.Moved and seconded to approve the
agenda as presented.Motion carried.Moved and seconded to approve the two (2)
grant requests as presented by the Chamber of Commerce to St Michaels Historical-Tarnov
Heritage Museum for $5,706.60 and to the Platte County Historical Society for
$18,568.43 to be paid from the Visitors Improvement Fund. Motion carried.The
following resolution was presented: RESOLUTION NO. 09-44 WHEREAS, there has
been signed by Platte County on the 6th day of March,2007,and the State on the 14th day of
March,2007,an agreement providing for the construction of a Federal Aid Project
indicated on the location map identified as Exhibit “C”, is described as
follows: Preliminary engineering and construction for a 10-foor-wide concrete
trail, approximately one mile in length connecting the existing Wilderness Park
Trail and the Robert “Bob” White Trail. It will begin on the north side of the
Lost Creek Flood Control Project at the Wilderness Park Trail and travel north
along 18th Avenue,
terminating at the newly constructed Bob White Trail on the southern edge of Lake
Babcock. The trail will provide
connections to Lake Babcock, Central Community College, Lakeview High School
and several residential areas, and WHEREAS, in the above agreement, the County
has pledged sufficient funds to finance its share of the cost of the
construction of this project identified as ENH-71(30),and WHEREAS, the above
mentioned agreement provided that the County would pay all costs not paid for
with Federal of State funds, and WHEREAS, the State rec’d bids for the
construction of this project on Oct 8,2009 at which time seven bids were rec’d
for the construction of the proposed work, and WHEREAS, the following
contractor(s) for the items of work listed has been selected as the low
bidder(s) to whom the contract(s) should be awarded: M.E. Collins Contracting
Company, Inc Wahoo, Nebraska; Concrete Pavement $278,761.30 NOW,THEREFORE, in
consideration of the above facts, the Board of Supervisors of Platte County, by
this resolution takes the following official action: 1. If for any reason the
Federal Highway Administration rescinds, limits it obligations, or defers
payment of the Federal share of the cost of this project, the County hereby
agrees to provide the necessary funds to pay for all costs incurred until and
in the event such Federal funds are allowed and paid. 2. The Board hereby
concurs in the selection of the above mentioned contractor(s) for the items of
work listed, to whom the contract(s) should be awarded. 3. The Board hereby
authorizes the Chairman to sign the contract(s) with the above mentioned
contractor(s) for the above mention work. 4. The Board does not desire to
perform any of the work with its own forces in lieu of performing the work by

Monastery Trail. Motion carried.Moved and seconded to approve the hiring
of a part-time maintenance individual at an annual salary not to exceed
$10,000.00.Motion carried.Moved and seconded to have the Co Clk get more info
on payroll direct deposit and to report back. Motion carried.The Co Bd
discussed the County’s Smoking Policy. Moved to make the courthouse property
smoke free inside and outside at the jail and highway shop to be a minimum of
50 feet from any door. Motion died due to lack of a second. Moved and seconded
to refer the county’s smoking policy to the Bldg Grds Comm for further
evaluation. Motion carried. The Co Bd discussed the 8th
Street Paving Project from the City limits to the Canal
Bridge, Columbus.
Moved and seconded to refer to the Road-Bridge Comm and to look at possible
avenues of bonding in the maintaining of county roads. Motion carried.Moved and
seconded to approve the minutes of 10/6/09.Motion carried. Committee Reports: Supervisor
Martens reported the old back up boiler needs to be replaced and he will talk
to the maintenance tech about writing up specifications. Moved and seconded to
approve the monthly fee reports. Motion carried.Moved and seconded to file the

Public Comments: The Col Tele reporter asked some questions on Res No. 09-44
regarding the Platte Co Monastery Trail. Moved and seconded that the following
