        Pursuant to adjournment the Platte County Board of Equalization met in session beginning at 9:00 a.m.  Honorable Thomas L. Martens, Chairman, Diane C. Pinger, County Clerk.

Roll Call and the following members present:  Supervisors Lloyd, Micek, Olk, Pfeifer, Scow, Tooley and Chairman Martens

The Chairman informed the public of the posting of the open meeting laws.

        The Affidavits of Publication were presented.  The meeting notice was published in the Columbus Telegram and the Humphrey Democrat on December 12, 2012.

Motion, Supervisor Micek, seconded Supervisor Scow, to approve the agenda as presented, and vote was as follows:

        Voting Ayes:  Supervisors Micek, Pfeifer, Scow, Tooley, Lloyd, Olk and Chairman Martens

        Voting Nays:  None

        Whereupon the Chairman declared the motion carried.

        A hearing was held at 9:00 a.m. to consider organizations seeking Motor vehicle exemptions.

        Marlene Vetick, Clerk of District Court, is requesting the County Board to re-appoint her to the position of Board Member for the Platte County Sheriff’s Merit Commission for a three year term.

        Motion, Supervisor Micek, seconded Supervisor Scow, to reappoint Marlene Vetick to the Merit Commission for a three year term commencing January 2013 and expiring December 31, 2015,  and vote was as follows:

        Voting Ayes:  Supervisors Micek, Pfeifer, Scow, Tooley, Lloyd, Olk and Chairman Martens

        Voting Nays:  None

        Whereupon the Chairman declared the motion carried.

        Tim Matas, Public Defender, is requesting a salary increase for the Deputy Public Defender.

        Motion, Supervisor Olk, seconded Supervisor Lloyd, to approve the salary increase for Nathan Sohriakoff, Deputy Public Defender from $45,500 to $46,000 effective January 1, 2013, and vote was as follows:

        Voting Ayes:  Supervisors Olk, Micek, Pfeifer, Scow, Tooley, Lloyd and Chairman Martens

        Voting Nays:  None

        Whereupon the Chairman declared the motion carried.

        Tim Hofbauer, Emergency Manager, is requesting that the County Board authorize the Chairman to sign Resolution No. 12-79 approving the FEMA Hazard Mitigation plan created by the Lower Loup NRD.

        Motion, Supervisor Olk, seconded Supervisor Tooley, to table the adoption of Resolution No. 12-79 Approving the FEMA Hazard Mitigation Plan, and vote was as follows:

        Voting Ayes:  Supervisors Olk, Micek, Pfeifer, Scow, Tooley, Lloyd and Chairman Martens

        Whereupon the Chairman declared the motion carried.

        Jodi Prochaska of Kruse, Schumacher, Smejkal & Brockhaus, P.C. presented the final audit to the County Board.

        A Public hearing was held at 9:45 a.m. for the purpose of considering the issuance of an On and Off Sale Only License to Country Shadows, 6767 Shadow Ridge Place, Columbus, Nebraska.

        Motion, Supervisor Pfeifer, seconded Supervisor Micek, to conclude the hearing at 9:51 a.m., and vote was as follows:

        Voting Ayes:  Supervisors Pfeifer, Scow, Tooley, Lloyd, Olk, Micek and Chairman Martens

        Whereupon the Chairman declared the motion carried.

        Motion, Supervisor Micek, seconded Supervisor Pfeifer, that the Platte County Board of Supervisors recommend to the Nebraska Liquor Control Commission that the On and Off Sale Only License for Country Shadows be granted, and vote was as follows:

        Voting Nays:  None

        The Highway Superintendent discussed the purchase of a loader with the County Board.

        Motion, Supervisor Lloyd, seconded Supervisor Scow, to accept the bid from Titan Machinery for a front end loader in the amount of $207,500.00 without trade-in, and vote was as follows:

        Voting Ayes:  Supervisors Lloyd, Olk, Micek, Pfeifer, Scow, Tooley and Chairman Martens

        Voting Nays:  None

        Whereupon the Chairman declared the motion carried.

        The Highway Superintendent discussed the setting of the date and time for the One and Six Year Road Hearing.

        Motion, Supervisor Pfeifer, seconded Supervisor Lloyd, to set the One and Six Year Road Hearing for January 15, 2013 from 10:00 a.m. to 11:00 a.m., and vote was as follows:

        Voting Ayes:  Supervisors Pfeifer, Scow, Tooley, Lloyd, Olk, Micek and Chairman Martens

        Voting Nays:  None

        Whereupon the Chairman declared the motion carried.

        The Highway Superintendent discussed the wage increase for the highway department employees and administration with the County Board.

        Motion, Supervisor Scow, seconded Supervisor Micek, to approve the wage increase of 1.7% for the highway department employees and administration staff effective January 1, 2013, and vote was as follows:

        Voting Ayes:  Supervisors Scow, Tooley, Lloyd, Olk, Micek, Pfeifer and Chairman Martens

        Voting Nays:  None

        Whereupon the Chairman declared the motion carried.

        The Highway Superintendent discussed steel bid for bridge repair with the County Board.

        Motion, Supervisor Micek, seconded Supervisor Scow, to declare an emergency for bridge repair to authorize the Highway Superintendent to get informal quotes and to report back at the next meeting, and vote was as follows:

        Voting Ayes:  Supervisors Micek, Pfeifer, Scow, Tooley, Lloyd, Olk and Chairman Martens

        Voting Nays:  None

        Whereupon the Chairman declared the motion carried.

        Motion, Supervisor Pfeifer, seconded Supervisor Olk, to approve the purchase of a sign retroreflectometer for $9,282.00 cost share by Colfax and Stanton Counties.  Assist grant covers $7,500.00 of total cost, and vote was as follows:

        Voting Ayes:  Supervisors Pfeifer, Scow, Tooley, Lloyd, Olk, Micek and Chairman Martens

        Voting Nays:  None

        Whereupon the Chairman declared the motion carried.

        Motion, Supervisor Pfeifer, seconded Supervisor Micek, to authorize the Chairman to sign the utility application for John Klassen, and vote was as follows:

        The Highway Superintendent presented a road projects update to the County Board.

        The following amusement license holder petitions for renewal of Public Amusement License were presented:  Platte County Ag Society, Donald Meays dba East 30 Bar, Louise Ganskow dba US 30 Speedway, T & K Pitstop LLC dba T & K Pitstop Bar & Grill and Columbus Inline Hockey dba Columbus Hockey & Skate Center, Inc.

        Motion, Supervisor Micek, seconded Supervisor Pfeifer, that the Public Amusement Licenses be renewed to 2013 for the following:  Platte County Ag Society, Donald Meays dba East 30 Bar, Louise Ganskow dba US 30 Speedway, T & K Pitstop LLC dba % & K Pitstop Bar & Grill and Columbus Inline Hockey dba Columbus Hockey & Skate Center, Inc., and vote was as follows:

        Voting Ayes:  Supervisors Micek, Pfeifer, Scow, Tooley, Lloyd, Olk and Chairman Martens

The County Board discussed the compensation for the General Assistance Administrator.

Motion, Supervisor Micek, seconded Supervisor Olk, to approve the wage compensation for the General Assistance Administrator from $12.25 per hour to $12.50 per hour effective January 1, 2013, and vote was as follows:

        Voting Ayes:  Supervisors Micek, Pfeifer, Tooley, Lloyd, Olk and Chairman Martens

        Voting Nays:  Supervisor Scow

        Whereupon the Chairman declared the motion carried.

        The County Board discussed the compensation for the Emergency Manager.

        Motion, Supervisor Olk, seconded Supervisor Lloyd, to approve the wage compensation for the Emergency Manager from $42,000.00 to $43,260 effective January 1, 2013, and vote was as follows:

        Voting Ayes:  Supervisors Olk, Scow and Chairman Lloyd

        Voting Nays:  Supervisors Micek, Pfeifer, Tooley and Chairman Martens

        Whereupon the Chairman declared the motion failed.

        Motion, Supervisor Pfeifer, seconded Supervisor Micek, to approve the wage compensation for the Emergency Manager from $42,000.00 to $43,040 effective January 1, 2013, and vote was as follows:

        Voting Ayes:  Supervisors Pfeifer, Tooley, Lloyd, Olk, Micek and Chairman Martens

        Voting Nays:  None

        Whereupon the Chairman declared the motion carried.

        The County Board discussed the compensation for the Weed Superintendent.

        Motion, Supervisor Olk, seconded Supervisor Micek, to approve the wage compensation for the Weed Superintendent

From $14.75 per hour to $14.80 per hour effective January 1, 2013, and vote was as follows:

        Voting Ayes:  Supervisors Olk, Pfeifer, Scow, Tooley, Lloyd and Chairman Martens

        Voting Nays:  Supervisor Micek

        Whereupon the Chairman declared the motion carried.

        The County Board discussed the compensation for the Chief Maintenance Technician.

        Motion, Supervisor Olk, seconded Supervisor Pfeifer, to approve the wage compensation for the Chief Maintenance Technician from $17.60 per hour to $18.00 per hour effective January 1, 2013, and vote was as follows:

        Voting Ayes:  Supervisors Olk, Micek, Pfeifer, Scow, Tooley, Lloyd and Chairman Martens

Whereupon the Chairman declared the motion carried.

The County Board discussed the compensation for the FT maintenance technician.

Motion, Supervisor Olk, seconded Micek to approve the wage compensation for the FT Maintenance Technician from $12.00 per hour to $12.65 per hour effective January 1, 2013, and vote was as follows:

Committee Reports:

Supervisor Micek and alternate Supervisor Pfeifer, will not be able to attend the Juvenile meeting in Madison on Friday(21).  Supervisor Scow reminded the board about the special meeting on December 20, 2012 at 9:00 a.m. at the city council chambers for potential consolidation of E-911 communications.  Supervisor Pfeifer reported he is working with Supervisor Olk on setting up guidelines for cemetery maintenance reimbursement.  Supervisor Olk reported the Personnel Committee performed performance evaluations for the Election Commissioner and the General Assistance Administrator.  Various committees are to do performance evaluations as stated in the new employee handbook.  She attended a portion of the ag board meeting.
