Pursuant to adjournment the Platte County Board of Equalization met in session beginning at 9:00 a.m.  Honorable Jerry Micek, Chairman, Diane C. Pinger, County Clerk.

Roll Call and the following members present:  Supervisors Lloyd, Olk, Martens, Pfeifer, Scow, Engdahl and Chairman Micek

The Chairman informed the public of the posting of the open meeting laws.

            The Affidavits of Publication were presented.  The meeting notice was published in the Columbus Telegram and the Humphrey Democrat on March 20, 2013.

Motion, Supervisor Lloyd, seconded Supervisor Martens, to approve the agenda as presented, and vote was as follows:

Clark Grant, Attorney requested the County Board to approve the final plat and adopt Resolution No. 13-16 for Eagle Wood Lake Subdivision.

RESOLUTION NO. 13-16

 

            A RESOLUTION OF THE BOARD OF SUPERVISORS OF PLATTE COUNTY, NEBRASKA TO APPROVE THE PLAT OF THE EAGLE WOOD LAKE SUBDIVISION, PLATTE COUNTY, NEBRASKA, AND THE SUBDIVISION OF THAT PART OF SECTIONS 15, AND 16, TOWNSHIP 17 NORTH, RANGE 3 WEST OF THE 6TH P.M., PLATTE COUNTY, NEBRASKA.

 

            WHEREAS, GLC, Inc., a Nebraska Corporation is the owner of real estate located in the Sections 15, and 16, T17N, R3W of the 6th P.M. in Platte County, Nebraska, described as follows:

 

            A parcel of land located in and being a part of Government Lot No. 2 in fractional Section 15,

            and part of Government Lot No. 1 in fractional Section 16, all in Township 17 North, Range 3

            West of the Sixth P.M., Platte County, Nebraska being described as follows: Beginning at the

            Northeast corner of said fractional Section 16 and assuming the North line of Government Lots

            WHEREAS, said owner has laid out said land into lots, a private drive and public or private utility easements under the name of “Eagle Wood Lake Subdivision” and has caused an accurate plat thereof to be made, designating the land so laid out and particularly describing the lots, private roads and utility easements belonging to said subdivision, as provided by law, a copy of which plat is submitted herewith, and

            WHEREAS, said owner will execute an instrument of dedication of the private drive and utility easements to the use and benefit of the public as provided by law and as set out and designated on said plat, a copy of which is submitted herewith, and

            WHEREAS, said plat has attached thereto a certificate of Marvin L. Svoboda, a competent surveyor, dated March 25, 2013, certifying the same as provided by law, and

            WHEREAS, the owner, in platting said area will impose covenants, conditions and restrictions against future owners of lots in said subdivision, all of which are fair and reasonable and in the best interest of the future owners, copies of which are submitted herewith, and

            NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF PLATTE COUNTY, NEBRASKA, that said plat of Eagle Wood Lake Subdivision, certified by Marvin L. Svoboda, a competent surveyor, dated March 25, 2013, be and the same hereby is in all things approved; that the lots and private roads, and utility easements appearing on said plat and described in said Deed of Dedication be approved;

Rex Mihulka presented to the County Board the annex building evaluation and transition plan.

The County Board discussed the termination language for the Platte County health plan.

Motion, Supervisor Scow, seconded Supervisor Martens, to accept the language change as explained by Todd Drapal, OCI for termination of unemployment for the Platte County Health Plan effective April 1 2013, and vote was as follows:

Voting Ayes:  Supervisors Scow, Engdahl, Lloyd, Olk, Martens, Pfeifer and Chairman Micek

The Highway Superintendent requested to amend the motion from March 12, 2013 on the asphalt, gravel and culvert bids.

Motion, Supervisor Scow, seconded Supervisor Lloyd, that the Road & Bridge Committee will open the following bids:  asphalt bid on March 25, 2013 to be considered by the County Board on April 9, 2013, culverts and gravel bids on April 23, 2013 to be considered by the County Board on May 7, 2013, and vote was as follows:

Voting Ayes:  Supervisors Scow, Engdahl, Lloyd, Olk, Martens, Pfeifer and Chairman Micek

Voting Nays:  None

Motion, Supervisor Pfeifer, seconded Supervisor Lloyd, to authorize the Chairman to sign the utility application for Kevin Herchenbach, and vote was as follows:

Mike Munson, presented the preliminary plat for “The Estates at Lake Oconee 8th Subdivision” to the County Board..

Fred Liss, Assistant Highway Superintendent requested the approval of the County Board for closure of a portion of 3rd Avenue for a box car derby event.

Motion, Supervisor Scow, seconded Supervisor Pfeifer, to approve the closure of a portion of 3rd Avenue for a box car derby event on August 17, 2013, and vote was as follows:

The Highway Superintendent presented his road report to the County Board.

The County Board discussed the road improvement project at the entrance(s) of Lake Oconee to include the auxiliary road concept.

Motion, Supervisor Scow, to contact engineering company for a feasibility study on roads pertaining to Lake Oconee development, motion failed due to lake of a second.

Allan Vyhnalek, Extension Educator, presented a letter to the County Board for approval of out-of-state travel for office staff members.

RESOLUTION OF APPRECIATION

JOSEPH F. TOOLEY

            A RESOLUTION OF THE CHAIRMAN AND BOARD OF SUPERVISORS OF PLATTE COUNTY, COLUMBUS, NEBRASKA TO EXPRESS APPRECIATION FOR THE SERVICES JOSEPH F. TOOLEY GAVE        PLATTE COUNTY WHILE SERVICE AS COUNTY SUPERVISOR.

 

            WHEREAS, Joseph F. Tooley was elected as County Supervisor for District 6 for Platte County in November of 2000, and

 

WHEREAS, Joseph F. Tooley was a member of the General Committee, Personnel Committee, Burial/Poor & Unemployment Committee, Building & Grounds Committee, City/County Committee, Drainage Committee and Weed District Committee.

 

WHEREAS, elected officials of Platte County wish to go on record as expressing their appreciation for the service he provided to the county while serving as County Supervisor for Platte County.

 

NOW, THEREFORE, BE IT RESOLVED by the Chairman and Board of Supervisors of Platte County, Nebraska, that on behalf of Platte County and its citizens, we hereby go on record as expressing our appreciation to Joseph F. Tooley for the service he provided Platte County as County Supervisor representing the citizens of District 6.

            The Building and Grounds Committee conducted their quarterly jail inspection.

            Supervisor Pfeifer reported that the Finance Committee will meet with the County Clerk on when the budget sheets will be ready to hand out to the department heads.  Supervisor Lloyd attended a meeting in Loup City.  Supervisor Martens Region 4 meeting was postponed to next month, attended a meeting at Lakeview for future business leaders.  Supervisor Scow reported the agenda/minutes of the Road-Bridge Committee will be emailed to the Board members.  Supervisor Micek attended the Juvenile meeting in Madison.
